SUMMARY

OF FACILITY CHANGES, TESTS AND EXPERIMENTS Pursuant to 10 CFR 50.59(d)(2), a report containing a brief description of any changes, tests, and experiments, including a summary of the evaluation of each, must be submitted to the NRC, at intervals not to exceed 24 months. This letter is to notify you that there were no evaluations affecting North Anna Power Station during 2010.

Attached is a Commitment Change Evaluation Summary that was completed during 2010.

Commitment Change Evaluation Summary Original Commitment

Description:

The Virginia Power and Electric Company (Dominion) Supplemental Response to NRC Generic Letter 2004-002, dated February 29, 2008 (Serial No. 08-0019), stated "Microtherm insulation has been removed from the NAPS Unit 2 Containment.

(No Microtherm insulation was installed in the Unit 1 containment.)"

Revised Commitment

Description:

The Supplemental Response to NRC Generic Letter 2004-002, dated February 29, 2008 (Serial No. 08-0019) is clarified to indicate that Microtherm insulation can remain in both North Anna Units 1 and 2 containment buildings as long as the requirements outlined in Engineering Technical Evaluation ETE-CME-2010-0005, GSI-191:

Methodology for Evaluating Insulation Inside Containment for North Anna and Surry Power Stations, are met.

Justification for the Commitment Change: ETE-CME-2010-0005 was developed to clarify the discussion of Microtherm insulation in Engineering Transmittal ET-NPD-CME-06-007, Revision 1, Evaluation of Insulation Inside Containment for Resolution of GSI-191 and to provide a methodology for evaluating the acceptance of Microtherm insulation inside containment. ETE-CME-2010-0005 concludes that it is acceptable for Microtherm insulation to remain in the North Anna Units 1 and 2 containments for the feedwater and main steam lines provided the location is either protected by a robust wall or it is 28.6 times the diameter of the rupture pipe (Zone of Influence distance) away. The methodology provided in ETE-CME-2010-0005 can be used to evaluate other insulation types and locations as required.
