Dear Sir or Madam:

In Reference 1, Energy Nuclear Operations, Inc. (ENO) submitted WCAP-17133-NP, "PWR [Pressurized Water Reactor] Vessel Internals Program Plan for Aging Management of Reactor Intemals at Palisades Nuclear Plant," Revision 0, dated November 2009. In Reference 2, a request for additional information (RAI) was received. The RAI noted that the aging management report submitted by ENO, in Reference 1, used the Materials Reliability Program (MRP) report MRP-227, "Pressurized Water Reactor Intemal Inspection and Evaluation Guidelines," as a technical basis for developing the aging management program. The NRC is conducting review of the MRP-227 report. In order for ENO to address the RAI, the final NRC safety evaluation for MRP-227 will be reviewed. Following review of the safety evaluation, ENO will modify its aging management program and resubmit the program plan.

A revised prograrn plan for aging management of reactor vessel internals will be completed and submitted within a year of the issuance of the final NRC safety evaluation for MRP-227.

Document Control Desk Page 2 Based on telephone discussion and concurrence of the NRC, ENO is also withdrawing Reference 1.

Summary of Commitments This letter contains one new commitment and no revised commitments.

The new commitment is as follows:

ENO will submit a revised program plan for aging management of reactor vessel intemals within a year of the issuance of the final NRC safety evaluation for MRP-227.
