Enclosed for your information is the synopsis of the Nuclear Regulatory Commission (NRC)

Office of Investigations (OI) completed report regarding the falsification of Quality Control (QC) records.

OI determined that there was insufficient evidence to substantiate the allegation that a QC Inspector willfully falsified QC Inspection records. We plan no further action with regard to this matter. Should you have any questions concerning this letter, please contact us.

In accordance with 10 CFR 2.390 of the NRC's "Rules of Practice," a copy of this letter, and its enclosure, will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of NRC's document system (ADAMS). Official Use Only - OI Investigation Information Case No. 2-2010-030 Official Use Only - OI Investigation Information Enclosure SYNOPSIS This investigation was initiated by the U. S. Nuclear Regulatory Commission (NRC), Office of Investigations (OI), Region II, on May 12, 2010, to determine whether a QC Inspector, Duke Energy, willfully falsified QC Inspection records by claiming that he utilized binoculars during a code-required inspection of the bottom of the reactor vessel during the fall 2009 Oconee Unit 1 refueling outage.

Based upon the evidence developed during the investigation, OI RII did not substantiate that a QC Inspector, Duke Energy, willfully falsified QC Inspection records by claiming that he utilized binoculars during a code-required inspection of the bottom of the reactor vessel during the fall 2009 Oconee Unit 1 refueling outage.
