SUBJECT: ANNUAL ASSESSMENT LETTER - BRUNSWICK STEAM ELECTRIC PLANT UNIT 1 AND UNIT 2 (REPORT 05000325/2011001 AND 05000324/2011001)

Dear Mr. Annacone:

On February 9, 2011, the NRC staff completed its end-of-cycle performance review of the Brunswick Steam Electric Plant Units 1 and 2. The NRC reviewed the most recent quarterly performance indicators (PIs) in addition to inspection results and enforcement actions from January 1, 2010 through December 31, 2010. This letter informs you of the NRC's assessment of your facility during this period and its plans for future inspections at your facility. This performance review and enclosed inspection plan do not include security information. A separate letter will include NRC's assessment of your performance in the Security Cornerstone and its security-related inspection plan. The NRC determined the performance at Brunswick Units 1 and 2 during the most recent quarter was within the Regulatory Response Column of the NRC's Reactor Oversight Process (ROP) Action Matrix based on one inspection finding classified as low to moderate safety significance (White) in the Emergency Preparedness Cornerstone related to untimely augmentation of on-shift staffing during a declaration of an Alert emergency classification. This finding was identified on September 29, 2010. At the beginning of 2010, the performance of Brunswick Units 1 and 2 was assessed to be in the Regulatory Response Column due to a White inspection finding identified in 2009. This finding involved a performance deficiency related to the alternate safe shutdown function of the emergency diesel generators. A 95001 inspection to review this issue was completed on March 19, 2010, and Brunswick was transitioned back to the licensee response column in the second quarter of 2010, where you remained until September 29, 2010. On January 5, 2011, your staff notified the NRC of your readiness for us to conduct a supplemental inspection to review the actions taken to address the White Emergency Preparedness inspection finding. Therefore, in addition to ROP baseline inspections, the NRC plans to conduct a supplemental inspection in accordance with Inspection Procedure 95001, "Inspection for One or Two White Inputs in a Strategic Performance Area," beginning on May 2, 2011 for the review of the white inspection finding.

CPL 2 The enclosed inspection plan details the inspections scheduled through June 30, 2012. Routine inspections performed by resident inspectors are not included in the inspection plan. The inspections listed in the last nine months of the inspection plan are tentative and may be revised at the mid-cycle performance review. The NRC provides the inspection plan to allow for the resolution of any scheduling conflicts and personnel availability issues. The NRC will contact you as soon as possible to discuss changes to the inspection plan should circumstances warrant any changes. We also plan on conducting Temporary Instruction (TI) 2515/179, "Verification of Licensee Responses to NRC Requirements for Inventories for Materials Tracked in National Source Tracking System (NSTS)." In accordance with 10 CFR 2.390 of the NRC's "Rules of Practice," a copy of this letter and its enclosure will be made available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of NRC's document system (ADAMS).
