UNITED STATES NUCLEAR REGULATORY COMMISSION WASHINGTON, D.C. 20555-0001 March 8, 2011 Mr. Mano Nazar Executive Vice President and Chief Nuclear Officer Florida Power and Light Company P.O. Box 14000 Juno Beach, Florida 33408-0420
SUBJECT:
TURKEY POINT UNITS 3 AND 4 - CORRECTION OF AMENDMENT NOS. 243 AND 239 REGARDING TECHNICAL SPECIFICATION CHANGES RELATED TO MOVEMENT OF HEAVY LOADS OVER SPENT FUEL (TAC NOS. ME3379 AND ME3380)
Dear Mr. Nazar:
On February 25, 2011, the Nuclear Regulatory Commission (NRC) issued Amendment No. 243 to Renewed Facility Operating License No. DPR-31 and Amendment No. 239 to Renewed Facility Operating License No. DPR-41 for the Turkey Point Plant, Units Nos. 3 and 4, respectively. The amendment made changes to the Technical Specifications (TSs) that would delete TS 3/4.9.7, "Crane Travel-Spent fuel Storage Areas," retain the operational limits associated with TS 3/4.9.7 in licensee controlled documents, and delete TS 3/4.9.12, "Handling of Spent Fuel Cask."
Subsequent to issuance, the licensee notified the NRC staff that the Index of the TSs, Page xiii contains a typographical error where Table 3.9.1 was inadvertently included within the issuance of the amendments. The NRC staff found that the specified table was not included in the February 16, 2010, application for amendment. The NRC staff determined that this error was inadvertently introduced, and was not the subject of the amendment or the associated notice to the public. Thus, according to the NRC's policy established by SECY-96-238 (Agencywide Document Access and Management System Accession No. 9611250030), this error can be corrected by a letter. Enclosed please find the replacement Page xiii. This correction does not change any of the conclusions in the safety evaluation a5.!?ociated with the amendment.
Sincer~ly,
