HOPE CREEK GENERATING STATION - LICENSE AMENDMENT REQUEST RE: EMERGENCY DIESEL GENERATORS A AND B ALLOWED OUTAGE TIME EXTENSION (TAC NO. ME3597)
Dear Mr. Joyce:
By letter dated March 29, 2010 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML100900458), PSEG Nuclear LLC (PSEG or the licensee) submitted a proposed license amendment for Hope Creek Generating Station. The proposed amendment would revise the Technical Specifications to extend the allowed outage time for the "AI> and "B" emergency diesel generators from 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> to 14 days.
By letter dated May 4,2010 (ADAMS Accession No. ML101200075), the Nuclear Regulatory Commission (NRC) staff notified PSEG of specific supplemental information that needed to be submitted to enable the staff to begin its detailed technical review. By letter dated May 28, 2010 (ADAMS Accession No. ML101590514), PSEG provided the supplemental information.
Following review of this information, the NRC staff accepted the application for review as documented in a letter dated June 15, 2010 (ADAMS Accession No. ML101610025).
On July 20,2010, the NRC staff transmitted a request for additional information (RAI) to PSEG via e-mail (ADAMS Accession No. ML102010501). PSEG provided a response to this RAI (except for RAI question 8.e) in its letter dated September 30,2010 (ADAMS Accession No. ML102870101). As discussed in the licensee's letter, the response to RAI question 8.e would be provided in a subsequent submittal. The NRC staff verbally requested that the licensee provide a response date for RAI question 8.e on October 12, 2010. On November 15, 2010, PSEG indicated that information was needed from its vendor and that it hoped to submit the RA18.e response to the NRC by mid-December 2010. On December 21,2010, PSEG stated that the response would be delayed until early January 2011. On January 11, 2011, the NRC staff again requested a forecast date for the submittal. However, the licensee did not agree to a specific response date.
On January 18, 2011, the NRC staff transmitted a second round of RAls to PSEG via e-mail (ADAMS Accession No. ML110190135). On February 1, 2011, a conference call was held between the NRC staff and PSEG to discuss these RAls to ensure that the questions were understandable and that the regulatory basis for the questions was clear. During this call the NRC staff requested a response date for these RAls and for the July 20, 2010, RAI question 8.e.
However, the licensee did not agree to a specific response date.

The NRC staff requests that the response to all outstanding RAls be provided no later than February 14, 2011. If a response is not provided by that date, the request will be subject to denial pursuant to Title 10 of the Code of Federal Regulations, Section 2.108, "Denial of application for failure to supply information."
