In accordance with N.J.A.C. 7:1E-5.8, PSEG Nuclear LLC (PSEG Nuclear) is submitting the enclosed discharge confirmation report. This report describes the suspected release of up to approximately 500 gallons of heating water containing low levels of ammonia.
The discharge was reported to the New Jersey Department of Environmental Protection (NJDEP) hotline at 15:18 hours on December 15, 2010 and assigned case number 10-1215-151950 by Operator #39.
This discharge was also reported to the Nuclear Regulatory Commission (NRC) pursuant to that agency's requirements.
The enclosed report contains the information as known at the time of this report.

Source of Discharge, if known:
A Heating Coil on the Unit 1 Fuel Handling Building supply fan ruptured at approximately 11:00 a.m. on December 15, 2010 and caused the spill of heating water to areas outside the Fuel Handling Building Annex. The water entered Catch Basin #30 which ultimately flows into Manhole #13 (the last manhole in the system prior to the River) and to the Delaware River via DSN 488.
Since the water which spilled from the heating coil is untreated, no chemicals were anticipated.
Precautionary sampling for ammonia was initiated shortly after the Heating Coil failed.
The initial sample indicated lppm of ammonia.
A second sample was taken to confirm this result due. to theý very low levels detected, which occurred at approximately 1:20 p.m. At that time the spill had been terminated, and PSEG initiated sampling of the storm drain system (see below) to determine the extent of the spill. Subsequently, Catch Basin #31 was plugged to prevent any water with 4
Bureau of Discharge Prevention - Discharge Confirmation Report LR-E11-0001 trace amounts of ammonia from entering the Delaware River, and to facilitate the Clean Harbors clean-up of the storm drain system.
It is believed the potential source of ammonia was ice melt, a deicer which is used site-wide during winter months to protect personnel from; slippery and. unsafe conditions.
The deicers contain or consist of urea, and the urea converts to ammonia.
The CHEMets used to sample for ammonia have +/-0.5 ppm accuracy in the low level range application.
It is believed that there is a potential, but unverifiable samrplingperror-duejtot he-accuracy-o~fthe-ch emicaLanalysisJrom-the-CHEMets-test kits (this is not a certified method of analysis -
they are.,typically used for immediate analysis and informational purposes).
In pure water systems, the ammonia can be misidentified due to the colors/constituents of the sample stream, which may have been the case when used to sample catch basin contents.

Description of Sample Date, Type,! Quantity and Location Sampling for ammonia was initiated shortly after the Heating Coil failed.

In the event that PSEG Fossil LLC or PSEG Nuclear LLC fails to provide alternate coverage within 60 days after receipt of a notice of cancellation of this guarantee and the Departmenthas detemtined o1: suspects that a discharge has occurred at a facility covered by this guarantee, the guarantor, upon instructions from the Department, shall fund a standby trust fund in an amount sufficient to cover cleanup and removal costs, but not to exceed the coverage limits specified in N.J.A.C. 7:1E-4.4(b).
In th& event that the Department determines that PSEG Fossil LLC or PSEG Nuclear LLC has failed to perform cleanup and removal activities 2
arising out of the operation of the above-identified facilities, the guarantor, upon written instructions from the Department, shall fund a standby trust in an amouit sufficient to cover cleanup and removal costs, but not to exceed the coverage limits specified above.

Guarantor agrees that if, at the end of any fiscal year before cancellation of this guarantee, the guarantor fails to meet the financial test criteriaof N.J.A.C. 7: 1E-4.4(g), guarantor shall send within 120 days of such failure, by certified mail,

Bodily injury to an employee of PSEG Fossil LLC or PSEG Nuclear LLC arising fi'om, and in the course of, employment by PSEG Fossil LLC or PSEG Nuclear LLC, (c)
Bodily injury or property damage not related to a discharge arising from the ownership, maintenance, use, or entrustment to others of any aircraft, motor vehicle, or watercraft; (d)
Property damage to any property owned, rented, loaned to, in the care, custody, or control of, or occupied by PSEG Fossil LLC or PSEG Nuclear LLC that is not the direct result of a discharge from-the facility; 3:
