To give instructions for reconfiguration of Shutdown Range Level. Transmitter 1BBLT-11683 replaces 1BBLT-N027-B21 to give Vessel Cavity Level indication during floodup. Instructions are given at end of refueling outage to restore 1BBLT-N027-B21 to service. Calibration data can be used in a performance trending program to identify a failing transmitter before loss of fill oil impacts its performance characteristics. This procedure will verify calibration and operability of the following equipment:

This procedure includes sections of HC.IC-GP.ZZ-0113(Q), used prior to isolating and returning transmitters 1BBLT-11683 and 1BBLT-N027-B21 to service.

2.0 PREREQUISITES

___ 2.1 RECORD M&TE data on Attachment 2.

___ 2.2 REQUEST SM/CRS permission to perform this test.

___ 2.3 SIGN Exhibit 1 and FORWARD to RO.

___ 2.4 REQUEST SM/CRS to determine if motor operated valve H1BG -BG-HV-F001 is required to be OPERABLE during the performance of this procedure.

3.0 PRECAUTIONS AND LIMITATIONS

___ 3.1 ENSURE all applicable generic precautions and limitations of MA-AA-716-009, Use of Maintenance Procedures, are applied during performance of this procedure.

___ 3.2 This procedure is broken into Sections to aide Job Supervisor for maximum flexibility.

Section 5.1 and 5.9 are always performed.

___ 3.3 Sections 5.2 through 5.5 are for transmitter L-11683. Sections 5.6 through 5.8 are for transmitter B21-N027. N/A applicable sections when performing this procedure.

Hope Creek Page 3 of 41 Rev. 17 4.0 EQUIPMENT/MATERIAL REQUIRED NOTE The following equipment or its equivalent (i.e., with equal or better accuracy and adequate range to measure the desired parameter) will be required for performance of this procedure.

4.1 M&TE

Test gauge (At least 0.25% accuracy - refer to Attachment 1, Section 1.0 OR 5.0 for range)

DMM (Keithley 197/1978) with miniature banana plug test leads 4.2 Additional Tools and Equipment

PC Cards as applicable: CCN117 (0-40, normal) or CCN117A (0-550, shutdown)

Pressure source

Cover O-Rings, 01153-0039-0001

Isopropyl alcohol, 8 oz

Silicone O-Ring grease (Dow Corning 55M)

Thread Lubricant (GE Versilube G351)

Torque wrench (refer to Step 5.5.6 or 5.8.6 for range)

Torque wrench adapter for Rosemount sensor

Rosemount Readout Assembly

Gate lock key for sensitive Instrument rack 10-C-004

High pressure plastic tubing

VERIFY Prerequisites have been met.

5.1.2.

VERIFY Precautions and Limitations have been reviewed.

5.1.3.

VERIFY the following Control Room annunciators, off:

C3 A4, REACTOR SCRAM TRIP LOGIC B1

C3 A5, REACTOR SCRAM TRIP LOGIC B2 5.1.4.

VERIFY the following status lights at MCP section C/F, on:

GROUP 1 SOLENOIDS LOGIC B NORMAL

GROUP 2 SOLENOIDS LOGIC B NORMAL

GROUP 3 SOLENOIDS LOGIC B NORMAL

GROUP 4 SOLENOIDS LOGIC B NORMAL NOTE Sections 5.2 through 5.5 are for transmitter L-11683. Sections 5.6 through 5.8 are for transmitter B21-N027.

5.1.5.

IF transmitter L-11683 is being placed in service, N/A Sections 5.6 through 5.8 and GO TO Section 5.2, OTHERWISE N/A Sections 5.2 through 5.5 and GO TO Section 5.6.

5.2 Switch Setup 5.2.1.

TURN ENABLE/DISABLE switch for H1EC -1ECLISL-N027 (Panel 10-C-214, Refuel Floor) to ENABLE.

NOTE Indication will be lost at H1BB -1BBLI-R605-B21 when H1EC -1ECLISL-N027 is calibrated.

5.2.2.

CALIBRATE H1EC -1ECLISL-N027 and VERIFY low level alarm actuation at 10-C-214 IAW HC.IC-GP.ZZ-0067(Q). REFERENCE ICD card for test point connections. [CD-692A]

At rack H21-P004 (elevation 77', area 21, room 4215) PERFORM the following:

A.

REMOVE Namco quick disconnect dust cover from transmitter L-11683.

B.

REMOVE Namco quick disconnect from transmitter B21-N027 and PC INSTALL it to transmitter L-11683.

C.

INSTALL Namco quick disconnect dust cover on transmitter B21-N027.

CAUTION This procedure assumes L-11683 isolation valve is closed since transmitter is valved out of service during normal plant operations. This transmitter shares a common sensing line with other transmitters having inputs into trip and/or isolation channels.

Depending on plant conditions or other testing in progress, pressure transients in common sensing lines may result in an inadvertent trip and/or isolation. To avoid such transients, L-11683 isolation valve must be verified closed by carefully checking valve in closed direction only. IF valve closes more than 1/8 of a turn, test must be stopped and Job Supervisor notified immediately. [CD-139B, CD-486E]

D.

VERIFY L-11683 isolation valve is closed.

CAUTION The isolated transmitter may contain pressurized and potentially contaminated fluid.

E.

CONNECT pressure source and test gauge to transmitter test connection.

CAUTION Transmitter is equipped with quick disconnect at test fitting. DO NOT open test fitting isolation valve until sensing line isolation valve is closed. Failure to do so may result in overpressurizing the quick disconnect and injury.

F.

Slightly PRESSURIZE transmitter test connection.

G.

OPEN test fitting isolation valve.

H.

VENT/DRAIN water from transmitter by cracking transmitter vent/drain valve while simultaneously applying a continuous supply of pressure until all water is drained from the transmitter.

CLOSE VENT/DRAIN valve.

J.

REMOVE terminal cover from transmitter.

K.

Using test leads with miniature banana plugs, CONNECT DMM (set to mADC) to transmitter TEST jacks.

5.4 L-11683 Test NOTE Indications of sluggish transmitter output are as follows:

Exhibits a long or sluggish time response when input pressure change is applied.

AS FOUND data is outside the DESIRED RANGE by greater than 0.07 mA.

5.4.1.

IF sluggish transmitter output is observed, PERFORM the following:

STOP test

NOTIFY Job Supervisor

DOCUMENT in COMMENTS section of DATA PACKAGE as "Sluggish Response" NOTE Local annunciator at 10-C-214 will alarm as inputs are simulated. ACKNOWLEDGE/RESET alarm as necessary.

5.4.2.

VARY simulated input over range specified on Attachment 1, Section 1.0 and RECORD output data in AS FOUND column.

5.4.3.

IF NO adjustment required RECORD AS LEFT data and GO TO Step 5.4.6; OTHERWISE GO TO Step 5.4.4.

5.4.4.

ADJUST transmitter as necessary to achieve desired values.

5.4.5.

ADJUST input over range specified and RECORD AS LEFT data.

VERIFY transmitter - by stationing an observer at the following indicators:

H1BB -1BBLI-R605-B21 located on the REACTOR WATER AND NEUTRON MONITORING section of the VCP.

H1EC -1ECLISL-N027 located at 10-C-214.

5.4.7.

ADJUST simulated input to INPUT value of Attachment 1, Sections 2.0/4.0.

IF indication does not change, NOTIFY Job Supervisor.

5.4.8.

RECORD AS FOUND value as read from indicator on Attachment 1, Sections 2.0 and 4.0.

5.4.9.

IF data of Attachment 1, Section 4.0 is within DESIRED RANGE, RECORD data in AS LEFT column; OTHERWISE NOTIFY Job Supervisor that troubleshooting AND/OR channel calibration may be required.

5.4.10.

IF data of Attachment 1, Section 2.0 is not within DESIRED RANGE, NOTIFY Job Supervisor that troubleshooting AND/OR channel calibration may be required.

5.4.11.

IF data of Attachment 1, Section 2.0 is within DESIRED RANGE, PERFORM the following:

A.

REMOVE 0-40 PC Card and REPLACE with temporary 0-550 PC Card referencing Section 8.1.

B.

ADJUST simulated input to INPUT value of Attachment 1, Section 3.0.

C.

RECORD AS LEFT value as read from indicator on Attachment 1, Section 3.0.

5.5 L-11683 Return to Service 5.5.1.

ADJUST test pressure to 0 psig.

5.5.2.

CLOSE test fitting isolation valve.

IV 5.5.3.

DISCONNECT pressure source and test gauge.

5.5.4.

REPLACE transmitter test fitting cap.

IV 5.5.5.

DISCONNECT DMM from transmitter TEST jacks.

Partially RETURN transmitter to service as follows:

A.

IF necessary, CLEAN cover sealing areas with alcohol.

B.

LUBRICATE all cover threads with thread lubricant (GE Versilube G351).

C.

Lightly GREASE (Dow Corning 55M) and INSTALL new cover O-ring.

D.

REPLACE cover and torque to 200 in.-lbs.

5.5.7.

IF it is desired NOT to place transmitter L-11683 in service at this time due to operational concerns, PERFORM the following; OTHERWISE GO TO Step 5.5.8.

A.

REMOVE Namco quick disconnect dust cover on transmitter B21-N027 B.

REMOVE Namco disconnect from transmitter from L-11683 and PC connect it to transmitter B21-N027.

C.

CONNECT Namco quick disconnect dust cover on transmitter L-11683.

D.

IF installed, REMOVE temporary 0-550 PC card and REPLACE with 0-40 PC card REFERENCING Section 8.1.

E.

VERIFY reading from H1BB -1BBLI-R605-B21 on REACTOR WATER AND NEUTRON MONITORING section of VCP is consistent with present plant conditions.

5.5.8.

PERFORM the following to disable rack 10-C-004, RPV Channel A trip/isolation functions:

A.

REQUEST RO to reset all RPS, NSSSS, PCIS or RRCS trips.

B.

VERIFY with RO that there is no Division 2 or Division 4 testing being performed on the following systems:

RPS

NSSSS

RRCS

ECCS

RWCU

NOTE IF motor operated valve H1BG -BG-HV-F001 is required to be OPERABLE, Technical Specification Table 3.3.2-1 item 4.e, ACTION b.1.c and ACTION 3.3.7.5 are applicable.

C.

IF RO does not desire a RWCU isolation, REQUEST RO to have RO breaker 52-212021 for motor operated valve H1BG -BG-HV-F001 at MCC 10B212 (reactor building, elevation 102') placed in OPEN position.

D.

RECORD meter reading from MTU B21-N681A (panel H11-P609).

E.

On Calibration Unit at card file C71A-Z2A-1, PERFORM the following (panel H11-P609):

1.

UNLOCK and REMOVE card file cover.

2.

ENSURE POWER switch is OFF.

3.

PLACE TRIP OUTPUT switch (outer knob) to position 10 (trip unit B21-N681A).

4.

PLACE PRESS TO CAL switch (inner knob) to position 10 (trip unit B21-N681A).

5.

ENSURE CAL INPUT/TRIP OUTPUT select switch is disengaged (inner PRESS TO CAL knob pulled out).

6.

ENSURE TRANSIENT CURRENT amplitude adjustment is disengaged (PRESS TO OPR knob pulled out).

7.

TURN POWER switch ON.

8.

ADJUST STABLE CURRENT amplitude adjustment fully CW.

9.

PUSH IN "PRESS TO CAL" switch.

PLACE TRIP OUTPUT switch (outer knob) to position 1 (trip unit B21-N691A).

PLACE PRESS TO CAL switch (inner knob) to position 1 (trip unit B21-N691A).

6.

ENSURE CAL INPUT/TRIP OUTPUT select switch is disengaged (inner PRESS TO CAL knob pulled out).

7.

ENSURE TRANSIENT CURRENT amplitude adjustment is disengaged (PRESS TO OPR knob pulled out).

8.

TURN POWER switch ON.

9.

ADJUST STABLE CURRENT amplitude adjustment until CAL CURRENT display indicates 18 mA.

IF Step 5.5.7 was performed, PERFORM the following; OTHERWISE GO TO Step 5.5.10.

REMOVE Namco quick disconnect dust cover from transmitter L-11683.

5.5.10.

REPLACE and LOCK protective cover.

PULL OUT inner PRESS TO CAL knob.

IV 2.

TURN POWER switch OFF.

PLACE TRIP OUTPUT switch (outer knob) and PRESS TO CAL switch (inner knob) OFF.

4.

IF GROSS FAIL TRIP LED, on (B21-N681A), PRESS GROSS FAIL RESET button and VERIFY GROSS FAIL TRIP LED, off.

5.

VERIFY meter reading at MTU B21-N681A is consistent with value recorded in Step 5.5.8.D and/or present plant conditions.

6.

REPLACE and LOCK protective cover.

REQUEST RO to reset all RPS, NSSSS, PCIS or RRCS trips.

H.

NOTIFY RO that sensitive instrument rack 10-C-004, RPV Channel A is restored.

5.5.14.

PRESS switch B21H-S48A, HIGH SPEED CHART DRIVE RESET on POST ACCIDENT MONITORING CHANNEL A VCP and VERIFY recorder H1BB -1BBPR-R623A-B21 is operating in low speed.

5.5.15.

VERIFY reading from H1BB -1BBLI-R605-B21 on REACTOR WATER AND NEUTRON MONITORING section of VCP, is consistent with present plant conditions.

IF installed, REMOVE temporary 0-550 PC card and REPLACE with 0-40 PC card REFERENCING Section 8.1.

5.6.2.

TURN ENABLE/DISABLE switch at panel 10-C-214 to DISABLE.

5.6.3.

At rack H21-P004 PERFORM the following (elevation 77', area 21, room 4215):

A.

REMOVE Namco quick disconnect dust cover from transmitter B21-N027.

B.

REMOVE Namco quick disconnect from transmitter L-11683 and PC CONNECT to transmitter B21-N027.

C.

CAUTION This procedure assumes that B21-N027 HP and LP isolation valves are closed since transmitter is valved out of service after transmitter L-11683 is valved in service. This transmitter shares a common sensing line with other transmitters having inputs into trip and/or isolation channels. Depending on plant conditions or other testing in progress, pressure transients in the common sensing line may result in an inadvertent trip and/or isolation. To avoid such transients, B21-N027 HP and LP isolation valves must be verified closed by carefully checking the valve in the closed direction only. IF valves closes more than 1/8 of a turn, the test must be stopped and Job Supervisor notified immediately. [CD-139B, CD-486E]

PERFORM the following to backfill transmitter:

CONNECT a pressure gauge and fluid source of sufficient range to BB-V0540-DR2 test fitting.

B.

CLOSE HP process isolation valve on LT-N027 C.

OPEN LT-N027 equalizer valve.

D.

OPEN test fitting isolation valve.

8.2.2.

Slowly RAISE backfill fluid pressure until it is slightly greater than static system and/or head pressure. This will establish flow through instrument line.

8.2.3.

While monitoring backfill on test gauge, RAISE backfill fluid pressure as necessary to maintain a low flow rate through instrument line.

8.2.4.

IF backfill pressure rises and begins to exceed expected static system and/or head pressure, THEN PERFORM the following; OTHERWISE GO TO Step 8.2.5.

A.

STOP increasing backfill fluid pressure.

B.

REDUCE instrument line pressure until it equals the static system and/or head pressure.

C.

NOTIFY Job Supervisor that unexpectedly high backfill pressure may be indicative of an obstructed or valved out instrument line and REQUEST his direction on how to proceed.

8.2.5.

CONTINUE backfilling until a sufficient volume of fluid has been transferred to completely fill instrument line. This may be determined by one or more of the following methods:

A.

When static system pressure is low enough to allow accurate monitoring of head pressure, the instrument line will be full when reading on test gauge stabilizes and a small rise in backfill fluid supply pressure (i.e. raised flow rate) does not cause a slowly increasing reading on the test gauge.

B.

ESTIMATE volume of the instrument line and backfill with a quantity of fluid equal to at least twice estimated volume.

This procedure may be performed in OPERATIONAL CONDITION 4 or 5 only.

This procedure disables RPV Channel A instrument trip outputs.

Performance of this procedure will cause one channel of "A" RHR/CS level 1 actuation and one half of "A" PCIS level 2 trip to be INOPERABLE. For RHR and CS, Technical Specification 3.3.3.b ACTION 30.a is applicable. For PCIS Technical Specification 3.3.2, ACTION b.1.c or ACTION 26 is applicable..

IF isolation function of motor operated valve H1BG -BG-HV-F001 is required to be OPERABLE by Technical Specification table 3.3.2-1, item 4.e, ACTION b.1.c and ACTION 3.3.7.5 are applicable.
