Eric, In the Oconee's operability determination,, please check to see how the licensee ensures that the crack has been stabili zed (i.e., the crack will not grow too much and the degraded pipe will not rupture). The pipe should be declared inoperable when the leakage from the crack exceeds the make-up capacity. The licensee needs to perform a crack growth calculation todemronstrate that the final crack size will not reach the allowable crack size (if.the degrad.tion ýmechanism is stress'corrosion crackling).,', iflthe degradation mechanism'ýis general corro0sion;, the, licensee needs to showthe same conclusion (showing the hole in the pipe wall will not-exceed some allowable size).
