RE: phone call with Oconee resident inspector I just talked with Ed Andruszkiewicz about the issues related to welding carbon steel to stainless steel. Ed is the welding expert in my division (NRR/DCI).
Ed said that if the carbon steel pipe needs to be stress relieved after welding then the licensee should use Inconel (e.g., Alloy 52 nowadays) as a butter and then completes the joint with stainless steel weld metal (E309). After welding in the shop the pipe would be placed in the furnace to relieve the stresses.
as for the potential of galvanic corrosion between carbon steel and stainless steel, Ed stated that it depends on whether there is a corrodant in this case that would cause galvanic corrosion.
