RE:.OCO leaking buried pipe John Tsao is acting for Terence today. I spoke with him and he's aware of the general situation. He's available until 3:30 today with the exception of a 9:30 - 10:30 phone call if we need some additional help. John mentioned a few additional code cases (N-661-1 and N-561-2) that may be applicable here. I'll check into them.

Licensee appears to be starting an argument for operability that they have substantial OpE at the facility to support apparent mechanism. This is based off of one previous leak apparently.

Jonathan and I discussed this issue late yesterday. We may need to do a conference call with licensee at some point if they continue on this path. It would be good to have NRR on board if we do this. Ido not think the intent of the 9900 change was to have a liberal interpretation of substantial operating experience.

I haven't been able to get a hold of Terence Chan in NRR, and probably won't until Monday morning. Please keep me in the loop if the licensee is deviating from the path we discussed regarding operability and non-code repairs.
