ACCEPTANCE FOR REVIEW OF WCAP-17322 -P, REFERENCE SAFETY REPORT FOR BWR CORES. (TAC NO. RG0131and ME5084)
Dear Mr. McBurnett:
By letter dated October 6, 2010, STP Nuclear Operating Company (STPNOC) submitted for U. S. Nuclear Regulatory Commission (NRC) staff review Topical Report (TR) WCAP-17322-P, Reference Safety Report for Boiling Water Reactor Fuel and Core Analyses Supplement 1 to CENPD-300-P-A. The NRC staff has performed an acceptance review of TR WCAP-17322-P.
We have found that the material presented is sufficient to begin our comprehensive review.
The NRC staff expects to issue requests for additional information by June 30, 2011, and complete its review by August 30, 2012. Per the request of Westinghouse Electric Company (WEC) in a letter dated, October 28, 2010, the review of this TR will be applicable to the advanced boiling-water reactors, in addition to the operating boiling-water reactors.
The estimates for the review will require approximately 2100 staff hours including project management time in the Office of New Reactor Operations (NRO) and approximately 800 staff hours including project management time in the Office of Nuclear Reactor Regulation (NRR).
The review schedule milestones and estimated review costs were discussed and agreed upon in telephone conferences between James Tomkins, STPNOC Licensing Engineer and the NRO staff on December 15, 2010, and Kris Cummings, Manager of Nuclear Fuel Engineering Licensing, WEC and NRR staff on December 8, 2010.
Section 170.21 of Title 10 of the Code of Federal Regulations requires that TRs are subject to fees based on the full cost of the review. You did not request a fee waiver, therefore staff hours will be billed accordingly. WEC will be billed for the NRR fees and STPNOC will be billed for the NRO fees.
