dated April 5, 2010 In a letter dated February 18, 2010 (Reference 1), the U.S. Nuclear Regulatory Commission (NRC) requested additional information regarding the Watts Bar Nuclear Plant Physical Security Plan. In the April 5, 2010 (Reference 2) response, the Tennessee Valley Authority (TVA) committed to develop Watts Bar Nuclear Plant (WBN), Unit 2 target sets using the expert panel methodology, as described in Appendix C of the NEI 03-12, "Template for the Security Plan, Training and Qualification Plan, Safeguards Contingency Plan," when evaluating vital areas and equipment in support of Unit 2 target sets.

U.S. Nuclear Regulatory Commission Page 2 November 18, 2010 At a meeting between the NRC and TVA on October 12, 2010, TVA representatives described the process used to develop and identify target sets for the Watts Bar site, including WBN, Units 1 and 2, and common target sets. TVA's target set process uses the NEI template and is documented in accordance with the requirements of 10 CFR 73.55(f). TVA has completed development of target sets for the Watts Bar site, including WBN, Units 1 and 2, and common target sets. The WBN target sets are available for review onsite.
