REQUEST FOR U.S. NUCLEAR REGULATORY COMMISSION ENDORSEMENT OF NEI 10-05, ASSESSMENT OF ON-SHIFT EMERGENCY RESPONSE ORGANIZATION STAFFING AND CAPABILITIES, REVISION 0, NOVEMBER 2010
Dear Ms. Perkins-Grew:
The U.S. Nuclear Regulatory Commission (NRC) has received your letter to Brian McDermott (Director, Division of Preparedness and Response) dated November 17, 2010, which transmitted and requested NRC endorsement of Revision 0 to NEI 10-05, Assessment of On-Shift Emergency Response Organization Staffing and Capabilities. NEI 10-05 and the associated cover letter have been entered in the Agency-wide Documents Access and Management System (ADAMS) as publicly available (Accession No. ML102810405). It is our understanding that the Nuclear Energy Institute (NEI) is proposing NEI 10-05 as a standard methodology for licensees to conduct analyses of the ability of on-shift staff to perform emergency response functions and tasks consistent with the requirements of the draft emergency preparedness final rule (Accession No. ML102800016) and draft Interim Staff Guidance (ISG), Emergency Planning for Nuclear Power Plants, NSIR/DPR-ISG-01, Rev. 0, dated 9/30/10 (Accession No. ML102790345).
The staff has completed its acceptance review and determined that NEI 10-05 does not meet the intent of the draft final rule and ISG. In addition, the staff is currently updating the ISG to clarify expectations regarding the types of events to be addressed in the staffing analyses.
Therefore, the staff does not recommend acceptance of NEI 10-05, Rev. 0 for review. However, the staff would like to conduct a public meeting to discuss NEI 10-05 based on clarifications being made by NRC staff to the draft ISG in Section IV.C (Assignment of Multiple Functions to On-Shift Personnel). It is our intent to make the applicable portions of the ISG publicly available in ADAMS prior to the proposed public meeting to facilitate discussions.
