Dear Sir or Madam:
By letter dated February 19, 2010, and clarifying e-mail dated June 16, 2010 (Agencywide Documents Access and Management System (ADAMS) Accession Nos. ML100540133 and ML101720643, respectively), Entergy Operations, Inc. (the licensee), submitted information summarizing the results of the 2009 steam generator tube inspections performed at Arkansas Nuclear One, Unit 2 during the refueling outage 20. Additionally, the licensee informed the U.S. Nuclear Regulatory Commission (NRC) staff, by License Event Report 50-368/2009-003-00 on November 5, 2009, that it had identified a steam generator tube that was incorrectly plugged in a prior refueling outage (ADAMS Accession No. ML093090682).
The NRC staff completed its review of these reports and concludes that the licensee provided the information required by its technical specifications and that no additional follow-up is required at this time. The NRC staff review of the reports is enclosed.

SUMMARY
OF REVIEW BY THE OFFICE OF NUCLEAR REACTOR REGULATION ARKANSAS NUCLEAR ONE, UNIT 2 2009 STEAM GENERATOR TUBE INSPECTIONS TAC NO. ME3399 DOCKET NO. 50-368 By letter dated February 19, 2010, and clarifying e-mail dated June 16, 2010 (Agencywide Documents Access and Management System (ADAMS) Accession Nos. ML100540133 and ML101720643, respectively), Entergy Operations, Inc. (the licensee), submitted information summarizing the results of the 2009 steam generator (SG) tube inspections performed at Arkansas Nuclear One, Unit 2 (ANO-2) during the refueling outage 20 (2R20). Additionally, the licensee informed the U.S. Nuclear Regulatory Commission (NRC) staff, by License Event Report (LER) 50-368/2009-003-00 on November 5, 2009, that it had identified an SG tube that was incorrectly plugged in a prior refueling outage (ADAMS Accession No. ML093090682).
The licensee provided the scope, extent, methods, and results of its SG tube inspections in the documents referenced above. In addition, the licensee described corrective actions (e.g., tube plugging) taken in response to the inspection findings.
After review of the information provided by the licensee, the NRC staff has the following comments/observations:
As noted in LER 50-368/2009-003-00, the issue with the incorrectly plugged tube was corrected during 2R20.
The NRC staff notes that in Table 3.6, the U% [percent] Plugged" columns are reporting the fraction of tubes plugged and not the percentage of tubes plugged (e.g., 0.0003 as against 0.03 percent).
Based on a review of the information provided by the licensee, the NRC staff concludes that the licensee provided the information required by its technical specifications and that no additional follow-up is required. The SG tube inspections at ANO-2 appear to be consistent with the objective of detecting potential tube degradation and the inspection results appear to be consistent with industry operating experience at similarly designed and operated units.
