THREE MILE ISLAND NUCLEAR STATION, UNIT 1 (TMI-1) - CORRECTION LETTER REGARDING REQUEST TO EXTEND THE INSERVICE INSPECTION INTERVAL FOR REACTOR VESSEL INTERNAL EXAMINATIONS, RR-09-02 (TAC NO. ME2484)
Dear Mr. Pacilio:
By letter dated October 29, 2009 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML093020523), Exelon Generation Company, LLC (the licensee) submitted proposed alternative request RR-09-02 for the use of an alternative to the requirements of the American Society of Mechanical Engineers Boiler and Pressure Vessel Code (ASME Code),Section XI, 1995 Edition through the 1996 Addenda, at Three Mile Island, Unit 1 (TMI-1).
Specifically, RR-09-02, as submitted, would defer certain reactor vessel (RV) visual examinations from the current inservice inspection (lSI) interval, which ends for TMI-1 with the fall 2011 refueling outage, to the fall of 2015. These examinations are specified in the ASME Code Section XI, 1995 Edition through the 1996 Addenda, Table IWB-2500-1, as follows: (1)
Examination Category B-N-2, Item No. B13.50, Interior Attachments Within Beltline Region, and; (2) Examination Category B-N-3, Item No. B13.70, Core Support Structure. By letter dated September 21,2010 (ADAMS Accession No. ML102390018), the U.S. Nuclear Regulatory Commission (NRC) approved RR-09-02, stating the following:
... proposed alternative request RR-09-02 is authorized pursuant to 10 CFR 50.55a(a)(3)(ii) for the third 1O-year interval lSI program at TMI-1, and the licensee may defer the visual examinations of the RV interior attachments and the removable core support structure until the fall 2015 refueling outage.
The NRC staff safety evaluation (SE) enclosed with the September 21, 2010, letter contains wording that refers to [visual examination method] VT-3 examinations of the RV interior attachments and the core support structure. In fact, the examination method for interior attachments within the beltline region (Item No. B13.50) is VT-1, while the core support structure (Item No. B13.70) examination method is VT-3. Thus, the wording in the NRC SE, referring solely to VT-3 examinations, is in error, and could lead to confusion regarding the components for which the alternative was authorized. This correction letter is intended to clarify that proposed alternative RR-09-02 was in fact approved by the NRC for the full scope of examinations contained in the submittal dated October 29,2009 (Item Nos. B13.50 and B13.70).
