REQUEST FOR A SECTION 106 REVIEW UNDER THE NATIONAL HISTORIC PRESERVATION ACT FOR THE WASHINGTON STATE UNIVERSITY RESEARCH REACTOR IN PULLMAN, WASHINGTON (LOG: 060110-19-NRC)
Dear Mr. Houser:
The U.S. Nuclear Regulatory Commission (NRC) is considering issuance of a renewed Facility Operating License (No. R-76), which would authorize continued operation of the Washington State University (WSU) Modified TRIGA Nuclear Radiation Center Reactor (NRCR). NRCR is a 1 MegaWatt (thermal) research reactor located in Pullman, Whitman County, Washington. The proposed action would renew Facility Operating License No. R-76 for a period of 20 years from the date of issuance of the renewed license.
By letter dated May 13, 2010, NRC requested the Department of Archaeology & Historic Preservations (DAHP) concurrence with NRCs assessment that the renewal of the license would have no adverse effect on historic and archaeological resources at the site. DAHP responded by letter dated June 1, 2010, requesting that NRC, as the Lead Federal Agency, conduct a thorough investigation of the WSU NRCR and provide the DAHP with a cultural resource survey and a Historic Property Inventory.
NRC engaged the services of Mr. David Harvey to conduct a cultural resources assessment of the reactor, prepare a Section 106 Technical Report, and prepare a Historic Property Inventory for the reactor. An unbound paper copy of the Technical Report containing the cultural resources assessment and Historic Property Inventory, and a labeled CD containing the report in PDF format, are enclosed.
The report recommends that the WSU NRCR Building be considered for listing in the National Registry of Historic Places (NRHP). Furthermore, the report states that the issuance of a renewed license to operate the reactor for an additional 20 years will have no adverse effects on the physical integrity and the NRHP eligible features of the NRCR Building because the relicensing action will not result in any alterations to the contributing elements that make the building eligible. In addition, the report states that there will be no adverse affects to archaeological resources from the license renewal because none are known to be located within the Project Area of Potential Effect.
