ASSESSMENT FOLLOWUP LETTER - FORT CALHOUN STATION
Dear Mr. Bannister:
As a result of its continuous review of plant performance, which was completed on October 7, 2010, the NRC updated its assessment of Fort Calhoun Station. The NRCs evaluation consisted of a review of performance indicators and inspection results. This letter informs you of the NRCs assessment of the fourth quarter of 2010 and its plans for a future inspection at your facility. This letter supplements, but does not supersede, the mid-cycle letter issued on September 1, 2010.
On October 6, 2010, the NRC forwarded a letter that stated the final significance determination of a Yellow inspection finding in the Mitigating Systems Cornerstone. This finding involved the failure to maintain procedures for combating a significant flood as recommended by NRC Regulatory Guide 1.33, Appendix A, Section 6.w, Acts of Nature.
The NRC determined the performance at Fort Calhoun Station to be in the Degraded Cornerstone Column of the Reactor Oversight Process Action Matrix beginning on June 21, 2010. When your staff notifies the NRC of your readiness for it to conduct a supplemental inspection to review the actions taken to address the performance issue(s), the NRC plans to conduct a supplemental inspection in accordance with Inspection Procedure 95002, Inspection for one Degraded Cornerstone or any Three White Inputs in a Strategic Performance Area.
The supplemental inspection will provide assurance that the root and contributing causes of risk-significant performance issues are understood, the extent of condition and the extent of cause of risk-significant performance issues are identified, determine if safety culture components caused or significantly contributed to the risk-significant performance issues and that corrective actions for risk-significant performance issues are sufficient to address the root and contributing causes and prevent recurrence.
In accordance with 10 CFR 2.390 of the NRC=s ARules of Practice,@ a copy of this letter will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of NRC's document system (ADAMS).
