Discussion of the increase in Unit 1 decommissioning costs between Dec. 31, 2008 and Dec. 31, 2009.

The licensees site-specific cost estimate to complete decommissioning of Unit 1 increased from $394.0 million in 2008 to $490.4 million in 2009. Actual costs to date increased from $385.2 million in 2008 to $461.8 million in 2009.

The licensee explained that the reason for the increase in its site-specific radiological decommissioning cost estimate was primarily due to an increase in waste disposal costs. An increment of the increase was also due to rising energy costs, as determined by the fuel oil factor published by the Bureau of Labor Statistics. The reason for the increase in disposal costs was the expiration of a contract for radioactive waste disposal services, which was replaced with a new contract at higher market prices.
