Ladies and Gentlemen:

By letters dated April 29, 2010 (i.e., References 1 and 2), Carolina Power & Light Company (CP&L), now doing business as Progress Energy Carolinas, Inc., requested license amendments to revise the Technical Specifications (TS) for the Brunswick Steam Electric Plant (BSEP), Unit Nos. 1 and 2. The proposed license amendments revise Technical Specification 5.6.5.b by adding: (1) AREVA Topical Report ANP-10298PA, ACE/ATRIUM I OXM Critical Power Correlation, Revision 0, March 2010, and (2) AREVA Topical Report BAW-1 0247PA, Realistic Thermal-Mechanical Fuel Rod Methodology for Boiling Water Reactors, Revision 0, April 2008, to the list of analytical methods that have been reviewed and approved by the NRC for determining core operating limits.

In these requests, CP&L stated that the Loss-of-Coolant Accident Analysis Reports for ATRIUM 1OXM fuel would be provided to the NRC, for information, in September 2010.

Revision 0, Brunswick Units ] and 2 LOCA-ECCS Analysis M4PLHGR Limit for ATRIUMTM ]OXM Fuel, dated September 2010, have been completed and are provided in Enclosures 1 and 2, respectively. ANP-2941 (P), Revision 0 and ANP-2943(P), Revision 0 contain information that AREVA considers to be proprietary as defined by 10 CFR 2.390.

AREVA, as the owner of the proprietary information, has executed the affidavits provided in Enclosures 3 and 4, which identifies that the enclosed proprietary information has been handled and classified as proprietary, is customarily held in confidence, and has been withheld from public disclosure. AREVA requests that the enclosed proprietary information be withheld from public disclosure in accordance with the provisions of 10 CFR 2.390. Non-proprietary versions of the two reports, ANP-2941 (NP), Revision 0 and ANP-2943 (NP), Revision 0, are provided in Enclosures 5 and 6, respectively.
