MILLSTONE POWER STATION UNIT 3 SPECIAL REPORT FOR INOPERABLE METEOROLOGICAL MONITORING INSTRUMENTATION CHANNEL Pursuant to the reporting requirements of Millstone Power Station Unit 3 (MPS3)

Technical Specification (TS) Section 6.9.2, "Special Reports," Dominion Nuclear Connecticut, Inc. (DNC) hereby submits a special report for the number of operable meteorological monitoring channels less than required by 'Technical Requirements Manual (TRM) Table 3.3.3.4-1. TRM 3.3.3.4 states that with one or more required meteorological monitoring channels inoperable for more than 7 days, prepare and submit a Special Report to the Commission within the next 10 days outlining the cause of the malfunction and the plans for restoring the channel(s) to OPERABLE status.

On September 4, 2010, instrumentation related to wind direction at the 33 foot elevation (WD-33) of the station meteorological tower was declared inoperable when the display reading on the plant process computer was observed behaving erratically. Although the exact cause of this instrument malfunction is currently unknown, instrumentation and control personnel suspect that the failure is unrelated to the instrument damage caused by lightning on August 5, 2010.

Trodubleshooting and repair activities are underway to identify the cause of the malfunction and restore the instrument to operable status. Completion of these activities is contingent on the scope of repairs, availability of parts, and the availability of qualified climbers. The repair actions associated with restoration of WD-33 are a station focus item and are being tracked by DNC's corrective action program.
