Subject:

Duke Energy Carolinas, LLC (Duke Energy)

McGuire Nuclear Station, Units 1 and 2

.Docket Nos. 50-369 and 50-370 Withdrawal of Amendment to Technical Specification 3.8.1, "AC Sources-Operating"

Reference:

Letter from Duke Energy to NRC dated April 26, 2010 The reference letter submitted a License Amendment Request (LAR) to revise Technical Specification 3.8.1 for McGuire Units 1 and 2. The LAR proposed a revision to TS Surveillance Requirement 3.8.1.14 by modifying the 24 hour2.777778e-4 days
0.00667 hours
3.968254e-5 weeks
9.132e-6 months
emergency diesel generator (EDG) endurance test whereby the two hour test at 105-110 % of continuous duty rating would no longer be required to be performed on a routine (18 months) basis as long as the maximum EDG loading remains at or below the machine's continuous duty rating of 4000 kW.

In a July 12, 2010 telecom between Duke Energy and NRC staff, questions arose regarding the dynamic loading analysis. During this telecom, the staff expressed a need to review and approve every plant change that might impact the dynamic analysis. As a result of this discussion and further review by Duke Energy. regarding the financial and schedule impact associated with the NRC requested reviews, Duke Energy withdraws the requested License Amendment.
