Donald C. Cook Nuclear Plant, Units 1 and 2 - Acceptance Review re: License Amendment Request to Delete the TS Requirements for the Containment Hydrogen Recombiners and Hydrogen Monitors (TAC Nos. ME4709 and ME4710)
Dear Mr. Scarpello:
In an application dated September 8, 2010 (ADAMS Accession No. ML102590353), Indiana Michigan Power Company submitted a license amendment request to delete the Technical Specification (TS) requirements for the containment hydrogen recombiners and hydrogen monitors. The proposed TS changes support implementation of the revision to Title 10 of the Code of Federal Regulations (10 CFR), Section 50.44, "Standards for Combustible Gas Control System in Light-Water-Cooled Power Reactors," that became effective on October 16, 2003. The proposed changes are consistent with Revision 1 of the NRC-approved IndustrylTechnical Specification Task Force (TSTF) Standard Technical Specification Change Traveler, TSTF 447, "Elimination of Hydrogen Recombiners and Change to Hydrogen and Oxygen Monitors." The NRC staff published the final versions of its model safety evaluation and model no significant hazards consideration in the Federal Register on September 25,2003 (68 FR 55416), regarding the adoption of TSTF-447, Revision 1, as part of the NRC's consolidated line item improvement process. In addition to the changes related to requirements for the hydrogen recombiners and monitors, the amendment application includes other administrative changes directly resulting from deletion of the aforementioned TS requirements.
Consistent with Section 50.90 of Title 10 of the Code of Federal Regulations (10 CFR), an amendment to the license (including the technical specifications) must fully describe the changes requested, and following as far as applicable, the form prescribed for original applications. Section 50.34 of 10 CFR addresses the content of technical information required. This section stipulates that the submittal address the design and operating characteristics, unusual or novel design features, and principal safety considerations.
The NRC staff has reviewed the application and concluded that the information provided has sufficient detail to enable the NRC staff to complete its detailed technical review and make an independent assessment regarding the acceptability of the proposed amendment in terms of regulatory requirements and the protection of public health and safety and the environment. Given the lesser scope and depth of the acceptance review as compared to the detailed technical review, there may be instances in which issues that impact the NRC staff's ability to complete the detailed technical review are identified despite completion of an adequate acceptance review. You will be advised of any further information needed to support the NRC staffs detailed technical review by separate correspondence.
If you have any questions regarding this matter, you may contact me at (301) 415-3049 or Peter Tam at (301) 415-1451.
