KEWAUNEE POWER STATION REQUEST FOR WITHDRAWAL OF LICENSE AMENDMENT REQUEST 244:
PROPOSED REVISION TO RADIOLOGICAL ACCIDENT ANALYSES AND CONTROL ROOM ENVELOPE HABITABILITY TECHNICAL SPECIFICATIONS Dominion Energy Kewaunee, Inc. (DEK) requests to withdraw a proposed amendment to Facility Operating License Number DPR-43 for Kewaunee Power Station (KPS). The proposed amendment was submitted as License Amendment Request 244 on August 9, 2010 (reference 1). The proposed amendment would revise the KPS Operating License by modifying the Technical Specifications (TS) and the current licensing basis (CLB) to incorporate changes to the current radiological accident analyses (RAA).
The amendment would also implement a commitment made to the NRC in response to GL 2003-01, "Control Room Habitability" (references 2 and 3). The commitment stated that DEK would submit proposed changes to the KPS TS based on the final approved version of TSTF-448, "Control Room Habitability."
On August 24, 2009, DEK submitted LAR-249, "Kewaunee Power Station Conversion to Improved Technical Specifications," (reference 4) to the NRC. The purpose of LAR-249 is to convert the Kewaunee custom Technical Specifications (CTS) to the Improved Standard TS format (ISTS).
LAR-249 is currently under NRC review. The changes proposed in LAR-244 will affect many of the TS pages submitted in LAR-249.
During previous discussions between NRC and DEK, agreement was reached to submit LAR-244 based on the current Kewaunee TS format (reference 5).
The current Kewaunee TS are structured in a custom format and the conversion to the ISTS format proposed in LAR-249 will significantly alter the Kewaunee TS wording and format.
Therefore, as discussed with NRC staff on August 25, 2010, due to changes in the schedules for review of the ISTS conversion and for submittal of LAR-244, it has become more appropriate to re-submit LAR-244 in the ISTS format.
Rather than having the NRC staff commence a review of LAR-244 in its current CTS format followed by additional review of a supplement with marked-up ISTS and ISTS Bases pages, DEK is withdrawing the current LAR-244 and plans to re-submit this LAR in the ISTS format after LAR-249 has been approved. The revised LAR-244 (based on C6gPC
