OF TELEPHONE CONFERENCE CALL HELD ON SEPTEMBER 9,2010, BETWEEN THE U.S. NUCLEAR REGULATORY COMMISSION AND PSEG NUCLEAR, LLC, CONCERNING QUESTIONS PERTAINING TO THE SALEM NUCLEAR GENERATING STATION, UNITS 1 AND 2, LICENSE RENEWAL APPLICATION The U.S. Nuclear Regulatory Commission (NRC or the staff) and representatives of PSEG Nuclear, LLC (the applicant), and Exelon held a telephone conference call on September 9, 2010, to discuss and clarify the staff's questions concerning the Salem Nuclear Generating Station, Units 1 and 2, license renewal application. The telephone conference call was useful in clarifying the intent of the staffs questions. provides a listing of the participants and Enclosure 2 contains a brief summary of the discussion and status of the items.

The applicant had an opportunity to comment on this summary.

SUMMARY

OF MEETING ON QUESTIONS ON THE SALEM NUCLEAR GENERATING STATION, UNITS 1 AND 2 LICENSE RENEWAL APPLICATION SEPTEMBER 9,2010 The U.S. Nuclear Regulatory Commission (NRC or the staff) and representatives of PSEG Nuclear, LLC held a telephone conference call on September 9,2010, to discuss and clarify the applicant responses to 1) NRC's request for additional information (RAI) related to steam generators (RAI 3.1.1.66-01 and RAI 3.1.1.84-01), 2) NRC's request for clarification from Region I License Renewal Inspection dated August 2010, and 3) NRC's RAI related to the steam generator tube support plates (RAI 3.4.1-01).

Discussion on Response to RAI 3.1.1.66-01 Question: In the response to RAI 3.1.1.66-01, the applicant revised the license renewal application (LRA) Table 3.1.2.4 with a "carbon or low alloy steel with stainless steel cladding component" whereas in the text it said the component is made in carbon steel. The staff would like to clarify this inconsistency.

Resolution: During the discussion the applicant agreed to revise LRA Table 3.1.2.4. The applicant will change the material to low alloy steel.

Discussion on Response to RAI 3.1.1.84-01 Question: In the response to RAI 3.1.1.84-01, the applicant revised LRA Table 3.1.2-4. There may be confusion between the nozzle that can be addressed by piping elements aging management reviews (AMRs) and the J-nozzle that is a steam generator (SG) secondary internal, and therefore should be addressed with the Steam Generator Tube Integrity aging management program (AMP). Moreover, the staff questions whether Note C or Note F would be more appropriate than Note A.

Resolution: During the discussion the applicant agreed to revise LRA Table 3.1.2-4 by

1) replacing the One-Time Inspection AMP with the Steam Generator Tube Integrity AMP;
2) changing Note A to Note E, and 3) changing the SG spray nozzle components that will be managed under the Water Chemistry AMP.

Discussion on Response to NRC Request for Clarification from Region I License Renewal Inspection dated August 2010 Question: In regards to the supplemental clarification from the inspection, the staff would like to add the "direct flow" function that is more appropriate for some of the concerned components and replace the One-Time Inspection AMP with the Steam Generator Tube Integrity AMP. Also, the staff questions whether Note C or Note F would be more appropriate than Note A.

Resolution: The staff will accept the applicant's response without further revisions for the function. The applicant agreed to revise LRA Table 3.1.2-4 changing from Note A to Note E the SG secondary internals that will be managed under the SG Tube integrity AMP for all the aging ENCLOSURE 2

- 2 effects related to these components, and changing the SG secondary internals from Note A to Note C and to be managed under the Water Chemistry AMP.

Discussion on Response to RAt 3.4.1-01 Question: In the response to RAI3.4.1-01, we would like to discuss the modification made by the applicant of replacing the Steam Generator Tube Integrity AMP with the One-Time Inspection AMP.

Resolution: The staff concluded that for the item associated with the steam generator tube support plate, (which the applicant had originally used Table 1, item 3.4.1-16, and had assigned the Steam Generator Tube Integrity AMP, but based on the RAI had changed to the One-Time Inspection Program,) the appropriate AMP should be the Steam Generator Tube Integrity AMP as the applicant had originally specified.

The applicant concluded that it would verify completely the LRA Table 3.4.204 in order to ensure the consistency of all the planned modifications for the AMPs as well as for the associated notes.
