Dear Mr. Reyes:
Enclosed is a copy of the final exercise report for the June 10, 2009, full participation plume exposure pathway exercise of the offsite radiological emergency response plans site-specific to the Watts Bar Nuclear Plant. This report addresses the evaluation of the plans and preparedness for the State of Tennessee and the Counties of McMinn, Meigs and Rhea located within the 10-mile Emergency Planning Zone (EPZ) and the host counties, Roane and Cumberland. The final exercise report was prepared by the Federal Emergency Management Agency Region IV REP staff. Copies of this report will be forwarded to the State of Tennessee and NRC Headquarters by my staff.
The State of Tennessee and the counties successfully demonstrated knowledge of their plans and the capability to implement them. The exercise evaluation included emergency operations management, protective action decision making and implementation, emergency notification and public information, and support operations. During the exercise, no Deficiencies were identified. One ARCA was identified during Roane County's reception and congregate care drill and was then resolved when they successfully re-demonstrated their ability to monitor and decontaminate evacuees on June 12, 2009.
Based on the results of the June 10, 2009 exercise and FEMA's review of Tennessee's Annual Letters of Certification for 2008 and 2009, the offsite radiological emergency response plans and preparedness f6r the State of Tennessee and the affected local jurisdictions, site-specific to the Watts Bar Nuclear Plant, can be implemented and are adequate to provide reasonable assurance that appropriate measures can be taken offsite to protect the health and safety of the public in the event of a radiological emergency at the site. The Title 44 CFR, Part 350, approval of the State of Tennessee's offsite radiological emergency response plans and preparedness site-specific to Watts Bar Nuclear Plant granted on July 3, 1997, will remain in effect.
