In accordance with 10 CFR 50.71(e), Carolina Power & Light company (CP&L), now doing business as Progress EnergyCarolinas, Inc., is submitting Revision 22 to the Updated Final Safety Analysis Report (UFSAR) for the Brunswick Steam Electric Plant (BSEP), Units 1 and 2. Pages of the UFSAR that have been revised since the last revision have been designated as "Revision 22." Revision 22 incorporates applicable changes made to the facility during the period from April 30, 2008, through April 29, 2010 (i.e., completion of the last Unit 1 refueling outage). This UFSAR revision also includes some changes that have been approved and incorporated since April 29, 2010. The previous revision of the UFSAR was submitted by letter dated August 20, 2008 (i.e., Serial: BSEP 08-0107).This revision of the UFSAR is being submitted electronically and is contained on the CD-ROM provided in Enclosure
- 1. The CD-ROM has been prepared using the NRC's document titled Guidance for Electronic Submissions to the Commission.
The CD-ROM contains the entire Brunswick UFSAR in Adobe Acrobat text-searchable Portable Document Format (PDF). As requested by the NRC's electronic submissions guidance, Enclosure 2 provides a listing of the electronic files that make up this UFSAR submission, including the file name, file size, and sensitivity level.Progress Energy Carolinas, Inc.PO. This PDF file contains Adobe Acrobat bookmarks which link to other files that are also part of the UFSAR (i.e., the UFSAR figures and other documents that are incorporated by reference into the UFSAR). These bookmarks will only function if the UFSAR files are maintained in the directory structures established on the CD-ROM. Documents that are incorporated by reference into the UFSAR are identified in Section 1.6 of the UFSAR, and are also included on the CD-ROM. These documents include: (1) the Unit 1 and Unit 2 Technical Requirements Manuals, (2) the Safe Shutdown Analysis Report (i.e., Nuclear Generation Group Calculation BNP-E-9.004), (3) the Fire Protection Program Commitment Document, which is contained in plant procedure 0PLP-0 1.1, Fire Protection Commitment Document, and (4) various plant drawings that are identified in UFSAR Table 1-7 as being incorporated by reference.
The CD-ROM contains information that has been deemed sensitive to BSEP's physical protection.
Therefore, CP&L requests that the files on the CD-ROM be withheld from public disclosure in accordance with 10 CFR 2.390(d)(1).
10 CFR 50.54(a)(3) specifies that the changes to the quality assurance program description that do not reduce commitments be submitted to the NRC in accordance with the reporting requirements of 10 CFR 50.71 (e). The quality assurance program description is contained in UFSAR Section 17.3, BNP Quality Assurance Program Description; Section 13.1, Organizational Structure of Applicant; and Table 1-6, Conformance to NRC Regulatory Guides. Revision 22 of the UFSAR includes those changes to the quality assurance program description that do not reduce commitments and that have been processed since CP&L's submittal of the UFSAR, Revision 21.No regulatory commitments are contained in this letter.
