SUMMARY

OF AUGUST 18, 2010, MEETING WITH FPL REGARDING FORTHCOMING SUBMITTAL OF THE ST. LUCIE PLANT UNIT 1 EXTENDED POWER UPRATE On August 18, 2010, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of FPL at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss the forthcoming submittal of the St. Lucie Unit 1 application for an Extended Power Uprate (EPU). FPL had originally submitted the EPU application on April 16, 2010, and subsequently withdrew the EPU application on August 13, 2010. A list of attendees is provided as an enclosure and the licensee's meeting slides are available in the Agencywide Document Management System at Accession No. ML102350232.

The first topic discussed was the inadvertent control element assembly at power event. The issue concerned analyzing the event at part-power levels for the effect on reactor coolant system pressure and departure from nucleate boiling. The licensee proposed performing the analyses at 5-percent power intervals and the NRC staff agreed that those intervals would provide more reasonable results. The NRC staff also requested more information on parameter assumptions used in the analyses.

The second topic discussed was the station blackout coping analysis. The majority of the questions related to clarifications of NRC guidance regarding performing the coping analysis.

The third topic related to spent fuel pool criticality analyses at Turkey Point, and St. Lucie. A criticality analysis has recently been submitted for Turkey Point, and the EPU submittal for St. Lucie Unit NO.2 will include an updated criticality analysis, so discussion on these units was limited. With regard to St. Lucie, Unit No.1, FPL will provide a bounding analysis with the St. Lucie Unit 1 EPU so that review of the EPU can continue, and at a later date the licensee will provide an updated criticality analysis of the current fuel in the spent fuel pool. The bounding analysis will incorporate input from a review of the current criticality analysis in light of the draft interim staff guidance on criticality analyses. The licensee would then add additional margin to those parameters identified as containing errors during the review above. A burnup penalty would then be developed for the multiple storage configuration and multiple points on the related loading curves. This burnup penalty would be implemented at St. Lucie Unit 1 until the updated criticality analysis could be submitted and review by the NRC staff.
