- 1) Identify all the components/SSW subsystems that are required to be tested in accordance with SR 3.7.1.5.
The surveillance test procedure (STP) which implements SR 3.7.1.5 verifies that upon a simulated actuation signal (which is inserted at the divisional instrumentation which monitors for low pressure in the normal service water system) that the standby service water vacuum release valves actuate, the divisional standby service water pumps start, the pump discharge valves open, and the divisional isolation valves which separate standby service water from normal service water actuate. The ultimate heat sink cooling fans are started, as needed, manually by the operator, based on system temperature parameters. Operation of the fans is not part of the acceptance criteria of STP.
In the evaluation of this SR in Attachment 5 of the amendment request, this statement was made: "Since most of the components and associated circuits are tested on a more frequent basis, this testing would indicate any degradation to the SSW System which would result in an inability to start based on a demand signal." The basis of that statement is that while the major mechanical components are tested more frequently within the provisions of the IST program (monthly, in the case of the fans, per SR 3.7.1.3), the actuation instrumentation is functionally tested on the 18-month frequency.
