OPERATOR INITIAL EXAMINATIONS 05000390/2008301 EXAMINATION OUTLINES This letter submits information requested by NRC in a letter to TVA dated January 11, 2008.

This letter identified that NRC will be administering operating tests during the week of May 12, 2008, with written examinations being administered during the week of May 19, 2008.

Also in the January 1 1 th letter, NRC indicated that TVA should provide the examination outlines by March 17, 2008. The enclosure to this letter provides the requested outlines.

This letter contains no new commitments and in accordance with 10 CFR 55.49 and NUREG 1021, Operator Licensing Examination Standards for Power Reactors, appropriate measures have been taken to ensure examination integrity and security.

Accordingly, it is requested that this letter and the enclosed documents be withheld from public disclosure until the examinations are completed later this year.

WATTS BAR NUCLEAR PLANT (WBN) UNIT I REACTOR AND SENIOR REACTOR -

OPERATOR INITIAL EXAMINATIONS 05000390/2008301 -

TVA administered a written examination to a group of licensed operator applicants on June 3, 2008. In accordance with Examination Standard (ES) 501, Initial Post-Examination Activities, of NUREG 1021, Operator Licensing Examination Standards for Power Reactors, the following information related to the examination is provided in the listed enclosure:

Enclosure 1 the graded written examinations (i.e., each applicants original answer and examination cover sheets).

Enclosure 2 - a clean copy of each applicants answer sheet.

Enclosure 3 the master examination(s) and answer key(s), annotated to indicate any changes made while administering and grading the examination(s)

Enclosure 4 any questions asked by and answers given to the applicants during the written examination (ES-402).

Enclosure 5 any substantive comments made by the applicants following the written examination, with an explanation concerning why the comment was accepted or rejected.

Enclosure 7 - a completed Form ES-403-1, Written Examination Grading Quality Checklist Enclosure 8 the results of any written examination performance analysis that was performed, with recommended substantive changes.

Enclosure 9 Form ES-201-3, Examination Security Agreement, with a pre- and post-examination signature by every individual who had detailed knowledge of any part of the operating tests or written examination before they were administered.

Regarding the Examination Security Agreement, Enclosure 9, the signature of one individual could not be obtained at this time. This individual is currently on leave and is unavailable. Due to this, a copy of the Examination Security Agreement with all available signatures is provided in Enclosure 9. TVA will obtain the required remaining signature and forward the original Form ES-201-3 by June 30, 2008. This commitment regarding the Examination Security Agreement is listed in Enclosure 10.

Because of the administratively confidential nature, it is requested that the information contained in the enclosures be withheld from public disclosure in accordance with 10 CFR 2.390(a)(6).
