MILLSTONE POWER STATION UNIT 3 SPECIAL REPORT FOR INOPERABLE METEOROLOGICAL TOWER WIND SPEED AND DIRECTION INSTRUMENTATION Pursuant to reporting requirements of the Millstone Power Station Unit 3 (MPS3) Technical Specifications (TS) Administrative Control section 6.9.2, Dominion Nuclear Connecticut, Inc.
(DNC) hereby submits a Special Report for the number of operable meteorological monitoring channels less than required by Technical Requirements Manual (TRM) Table 3.3.3.4-1. The TRM states that with one or more required meteorological monitoring channels inoperable for more than 7 days, prepare and submit a Special Report to the Commission within the next 10 days outlining the cause of the malfunction and the plans for restoring the channel(s) to OPERABLE status.
On July 30, 2010 at 0157, instrumentation related to wind speed at the 142 foot level (WS-142) of the Millstone Meteorological Tower was declared inoperable when the instrument failed to meet the acceptance criteria during surveillance testing. The cause of the instrument malfunction is currently unknown. Subsequently, on August 5, 2010 at 0857, instrumentation related to wind direction at the 374 foot level (WD-374) and wind direction at the 33 foot level (WD-33) failed and was also declared inoperable. Although the cause of the failures is not definitively known at this time, severe thunderstorms were in the area and several lightning strikes were noted. Since these instruments are not expected to be repaired within the TRM requirement of 7 days, they are included in this report.
The instrumentation repairs/replacement, and testing is currently scheduled to be completed by the week ending August 20, 2010. This schedule is contingent on the known scope of repairs, availability of parts, and the availability of qualified climbers. The actions associated with the restoration the WS-142 instrumentation as well as the WD-374 and WD-33 instrumentation are being tracked by DNC's corrective action program.
