This is regarding the ] uly 15, 2010 Remedial Drill to correct two Deficiency issues that were assessed at the full-scale federaJly evaluated radiological emergency preparedness and response exercise held for the Salem Hope Creek Nuclear Generating Station on May 18, 2010. As you know, FEMA defines a Deficiency as "... an observed or identified inadequacy of organizational performance in an exercise that could cause a finding that offsite emergency preparedness is not adequate to provide reasonable assurance that appropriate protective measures can be taken in the event of a radiological emergency to protect the health and safety of the public living in the vicinity of a nuclear power plant,"
as per 44 eFR 353, App. A. The issues concerned a lack of timeliness of an EAS message containing protective actions and inaccuracies in a press release.
We are pleased to notify you that the 9-person evaluation team, stationed at the State ROIC in Trenton, Salem County EOe, Cumberland County EOC, the Emergency _ ews Center and at the Emergency Operations Facility, reported that the drill went well.
During the 3-hour demonstration, two EAS messages were crafted and passed on to the radio station in a timely manner. One EAS message contained precautionary actions and one contained protective actions. rn addition, both EAS messages and all press releases generated during the exercise contained accurate information. This clears both issues and we thank you and all the participants who worked so diligently to improve and streamline the procedures and make this a successful drill.
The exercise report for this exercise and Remedial Drill is being prepared and will be provided for your review and comment shortly. The next full-scale, federally-evaluated radiological emergency preparedness program exercise is scheduled for May, 2012. My staff looks forward to working with yours and with the county and licensee to plan and prepare for that exercise.
