Oconee Nuclear Station Units 1, 2 and 3, Docket Nos. 50-269, 270, 287 McGuire Nuclear Station Units 1 and 2, Docket Nos. 50-369, 370 Catawba Nuclear Station Units 1 and 2, Docket Nos. 50-413, 414 Proposed License Amendment Request to Revise Duke Energy Emergency Plans On-Shift Staffing Levels and Augmentation Times Pursuant to 10 CFR 50.90, Duke Energy hereby requests changes to the Oconee (ONS)
Emergency Plan, McGuire (MNS) Emergency Plan, and Catawba (CNS) Emergency Plan to change the on-shift staffing and augmentation times. The proposed changes have been reviewed considering the requirements of 10 CFR 50.54(q), 10 CFR 50.47(b) and 10 CFR 50 Appendix E. The review determined that the proposed changes would require prior NRC review and approval.
The proposed revisions provide an alternate approach for compliance with 10 CFR 50.47(b)(2) relative to meeting the minimum staffing requirements during emergencies for site Radiation Protection (RP) personnel and Emergency Operations Facility (EOF) position staffing to that in Table B-1 in NUREG-0654, endorsed by Regulatory Guide 1.101, and include:
- 1. Increase the Response Time Requirement for the Technical Support Center (TSC) Dose Assessor from 45 Minutes to 75 Minutes.
- 2. Change the Access Control Function for Access to the Emergency Operations Facility (EOF) from a Staffed Position to a Monitored Card Reader Process.
- 3. Change the Composition of a Field Monitoring Team (FMT) from Two Radiation Protection (RP) Technicians to One RP Qualified Individual and a Vehicle Driver.
- 4. Change RP Staffing During Emergency Response Events from RP Technicians to RP Qualified Individuals.
- 5. Editorial Changes to Clarify the Notations in the Emergency Plans to Provide Fleet-wide Consistency.
The enclosure provides detailed descriptions of the proposed changes, technical and regulatory evaluations, evaluation of significant hazards consideration pursuant to 10 CFR 50.92, and environmental considerations pursuant to 10 CFR 51.22 and the following attachments:

Attachments 4, 5, and 6 provide the proposed changes to the ONS, MNS and CNS Emergency Plan Figures, respectively.
Duke Energy is requesting implementation on this amendment within 90 days of the NRC approval date.
In accordance with Duke Energy administrative procedures and the Quality Assurance Program Topical Report, these proposed changes have been reviewed and approved by each site's Plant Operations Review Committee. Additionally, a copy of this request is being sent to the States of North Carolina and South Carolina in accordance with 10 CFR 50.91 requirements.
Duke Energy requests the Enclosure be withheld from public disclosure per 10 CFR 2.390.
This correspondence contains one regulatory commitment:
Following NRC approval of the proposed changes to the ONS, MNS and CNS Emergency Plans, the ONS, MNS and CNS Emergency Plan Implementing Procedures will be revised as appropriate to incorporate the changes outlined in the approved license amendment request.
