Items to Mention for Opening Remarks in Support of November 20th Public Meeting on Crystal River Unit 3 Containment Delamination Issue:
We'd like to thank Progress Energy for supporting today's public meeting regarding the Crystal River Unit 3 containment delamination issue. We look forward to hearing the status of Progress Energy's ongoing activities associated with condition assessment using nondestructive examination techniques, root cause analysis, design basis analysis, and evaluation/selection of repair options.
As far as NRC activities associated with this issue, I'd like to mention that Region II dispatched a Special Inspection Team (SIT) on October 13, to assess PE's activities related to the problem investigation and corrective action associated with the delamination issue of the containment wall. The Special Inspection Team, Region II, and NRR are working together to conduct effective and parallel assessments of the NDE analysis, root cause analysis, design basis analysis and evaluation of repair options.
We have also contracted an independent consultant from Oak Ridge National Laboratory, to serve on the SIT as an independent consultant to assist with assessing the evaluation results associated with this issue.
The SIT and staff has been proactive in inspecting PE's activities and evaluations associated with this issue and have been fully engaged with all aspects of the ongoing analyses and evaluations to date.
The SIT conducts weekly debriefs and technical calls with the region, NRR and the Office of Research, to maintain open lines of communication and to provide an up to date status of the activities associated with the issue.
In addition, the NRC is assessing potential generic implications, and will take appropriate action after assessing the licensee's root cause analyses.
