RE: from PITA on 10.29/09 for Crystal River containment Generally, PM is the POC for the plant related activities. For Crystal River containment issue, because of urgency of the issue it is ok to send the information to/from the technical staff and copy it the PM/backup PM.
Also, PM need to be on the conference calls with the tech staff.
For additional support from the HQ with the offices or divisions that are not already involved with this issue, please ask the PM to contact the appropriate tech staff.

- Farideh, Has Ali been given the information that discusses how they qualified the NDE. If not, please provide. Also, what are the qualifications of each the NDE personnel. How was the procedure demonstrated and qualified.
V What criteria have to be met for a successful procedure demonstration. How were the personnel qualified to 159
the procedure? There seems to be a disconnect between your statement that the NDE is qualified, yet the NDE will be validated by core bores.
There are specific meanings associated with the words "qualified" and "demonstrated". I'd like for the licensee to discuss their NDE precisely in these terms.

FYI: from PITA on 10.29/09 for Crystal River containment Containment Separation Issue: The licensee has qualified the use of an NDE technique to identify concrete delamination. The official containment NDE inspection started Sunday Oct 25 and is expected to take 1 to 2 weeks to complete. The NDE technique will be validated by a sampling of core borings.
Site Visits: The special inspection team is on site this week.
