UNITED STATES NUCLEAR REGULATORY COMMISSION REGION II 245 PEACHTREE CENTER AVENUE NE, SUITE 1200 ATLANTA, GEORGIA 30303-1257 July 13, 2010 Mr. Eric McCartney Vice President Carolina Power and Light Company H.B. Robinson Steam Electric Plant Unit 2 3581 West Entrance Road Hartsville, SC 29550
SUBJECT:
OPERATOR LICENSING EXAMINATION SCHEDULE CHANGE - H. B.
ROBINSON STEAM ELECTRIC PLANT, DOCKET 50-261
Dear Mr. McCartney:
The purpose of this letter is to document our review of the plausibility of a requested initial license examination schedule change for Robinson in 2011. This request was transmitted in a Progress Energy letter dated July 2, 2010 from you to Mr. Luis Reyes, Regional Administrator, Region II. You had requested to change the 2011 schedule from examination weeks of February 28 and March 14 to a later date between April 18 and June 6.
The Region II Operator Licensing Branch is unable at this time to support the requested change for the 2011 operating examination. Due to the constraints of our resources and previously scheduled examinations, we are unable to accommodate your request. However, we noted two alternatives that may warrant consideration. You are currently scheduled for a second examination in 2011 during the weeks of November 28 and December 5. You may want to consider combining the two classes and have all applicants take the later examination. In addition, we could accommodate an examination in February 2012.
We have left the schedule unchanged until we have confirmation of the original schedule or whether you agree to one of the two alternatives. We have noted the change in the number of applicants for the 2011 examination and is reflected in the below matrix.
Plant / 2011 Station Date Applicants H.B.
2/28 13 Robinson 11/28 15 The NRC issues an annual regulatory issue summary (RIS) to inform addressees of the NRC staffs need for updated information on the projected schedules for site-specific operator licensing examinations and on the estimated numbers of applicants planning to take operator licensing examinations and the NRCs generic fundamentals examinations (GFEs). This
CP&L 2 information assists the NRC in scheduling examinations to use its resources more effectively. If one of the two proposed alternatives is viable, please reflect that change in your response to RIS 2010-008 (dated June 28, 2010) using NRC Form 536, Operator Licensing Examination Data.
If you have additional changes in the number of applicants, contact the Chief Examiner for the examination or Mr. Phil Capehart, Examination Scheduler, at 404-997-4483 (phillip.capehart@nrc.gov). If you have any further questions, contact Mr. Malcolm Widmann, Chief, Operations Branch, at 404-997-4550 (malcolm.widmann@nrc.gov).
In accordance with 10 CFR 2.390 of the NRC's "Rules of Practice," a copy of this letter will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of NRC's Agencywide Documents Access and Management System (ADAMS). ADAMS is accessible from the Electronic Reading Room page of the NRC=s public Web site at http://www.nrc.gov/reading-rm/adams.html.
