Draft List of Information Insufficiencies for Acceptance of License Amendment Request Re: Inverter Change, FitzPatrick, TAC# ME4124 The draft list of information insufficiencies for Acceptance of your license amendment Request dated June 25, 2010, Re: Inverter Design Change, are provided below:
- 1. The staff has received the Fitzpatrick license amendment request (LAR) on 06/25/2010.
The licensee states in the LAR that the technical specifications amendment is requested to be approved by September 15, 2010, and that it will be implemented within 30 days from approval. The licensee is requested to provide justification for requesting the staffs high priority review of the LAR. Also, is this request related to a safety issue (operability) at the plant? If this modification needs to be performed only during an outage, provide justification why the licensee has not pre-planned this outage activity.
- 2. The licensee states in the LAR that the proposed amendment would replace the low pressure coolant injection motor operated valve independent power supply rectifier/inverter with a new design.. Furthermore, the final safety analysis report (FSAR)
Section 8.10 identifies the rectifier/ inverter as part of the 600 V AC power supply system which is designed to maintain a reliable power supply during a loss of offsite power.
Provide design basis information including summary of the analysis performed to show that the new design meets the original design and complies with all licensing basis requirements. Include markup of the proposed changes to the FSAR.
I would like to discuss this list in a tele-conference on Monday, July 12, 2010, in the afternoon, to ensure that the NRC staffs concerns are clear to the licensee and to obtain the firm date for the response from the licensee.
