Enclosed for your information is the synopsis of the Nuclear Regulatory Commission (NRC)
Office of Investigations (OI) completed report regarding whether numerous security officers were willfully sleeping or inattentive while on duty and whether security management personnel had knowledge of sleeping/inattentiveness and failed to take appropriate action.
OI determined that there was insufficient evidence to substantiate that; (1) numerous security officers were willfully sleeping or inattentive while on duty and that; (2) security management personnel had knowledge of sleeping/inattentiveness and failed to take appropriate action. We plan no further action with regard to this matter. Should you have any questions concerning this letter, please contact us.
In accordance with 10 CFR 2.390 of the NRC's "Rules of Practice," a copy of this letter and its enclosure will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of NRC's document system (ADAMS). Official Use Only - OI Investigation Information Enclosure NOT FOR PUBLIC DISCLOSURE WITHOUT APPROVAL OF FIELD OFFICE DIRECTOR, OFFICE OF INVESTIGATIONS, REGION II Official Use Only - OI Investigation Information Case No. 2-2009-031 SYNOPSIS This investigation was initiated on June 5, 2009, by the U.S. Nuclear Regulatory Commission (NRC), Office of Investigations (OI), Region II (RII), to determine whether numerous security officers were willfully sleeping or inattentive while on duty. In addition, this investigation sought to determine whether security management personnel had knowledge of sleeping/inattentiveness and failed to take appropriate action.
Based on the documentation and testimony developed during this investigation OI: RII, did not substantiate the allegation that numerous security officers at Brunswick Nuclear Plant (Brunswick) were willfully sleeping or inattentive while on duty. In addition, this investigation did not substantiate the allegation that security management personnel had knowledge of sleeping/inattentive and failed to take appropriate action.
