Dear Sir or Madam:
In the referenced letter, Entergy Operations, Inc., requested an amendment to Appendix A, Technical Specifications (TS), of Facility Operating License No. NPF-47 for River Bend Station (RBS) to support operations with 24-month fuel cycles.
By this letter, RBS is modifying that amendment request by withdrawing the proposed changes related to TS 3.3.8.1, "Loss of Power Instrumentation." LAR 2009-05 contains the following changes in that section, as indicated by the marked up pages in that letter:
Extend the frequency for Surveillance Requirements 3.3.8.1.3 and 3.3.8.1.4 from 18 months to 24 months (TS page 3.3-73)
Change the degraded voltage instrumentation allowable values for Divisions 1, 2, and 3, as indicated on Table 3.3.8.1-1 (TS page 3.3-74)
This modification of the amendment request has been necessitated by the determination that supporting calculations for these proposed TS changes need further review. While the loss of power instrumentation TS was specifically addressed in the no significant hazards consideration determination, the withdrawal of those proposed changes does not adversely affect the scope or validity of that determination or the remainder of the amendment request. As such the proposed withdrawal does not expand the scope of the application as originally noticed, and does not change the U.S. Nuclear Regulatory A Pow
RBG-4704,3 June 16, 2010 Page 2 of 2 Commission staff's original proposed no significant hazards consideration determination as published in the Federal Register on 74 FR 53776.
Three commitments relative to the loss of power instrumentation were identified in of the referenced letter. With this modification of the amendment request, those commitments will no longer be in effect.
