ASSESSMENT FOLLOW-UP LETTER - TURKEY POINT UNIT 3
Dear Mr. Nazar:
On June 21, 2010, the NRC issued the final significance determination of an inspection finding and a Notice of Violation related to Turkey Point Unit 3 Spent Fuel Pool (SFP) Boraflex (ML101730313). The NRC has concluded that this violation involving the failure to effectively manage known degradation of Boraflex, a neutron absorber material used in the Turkey Point Unit 3 spent fuel pool, was characterized as White, i.e., a finding of low to moderate safety significance, requiring additional NRC inspections. This White finding was in the Initiating Events cornerstone.
As a result of our review, we have assessed Turkey Point Unit 3 performance to be in the Regulatory Response Column of the NRC=s Action Matrix as of the 4th quarter of calendar year (CY) 2009. On June 28, 2010, we were notified by R. Tomonto of your staff regarding your readiness for the NRC to conduct a supplemental inspection to review the actions taken to address the Boraflex issues. Accordingly, we plan to conduct a supplemental inspection in accordance with Inspection Procedure 95001 in October 2010.
This inspection procedure is conducted to provide assurance that the root causes and contributing causes of risk significant performance issues are understood, the extent of condition is identified, and the corrective actions are sufficient to prevent recurrence.
In accordance with 10 CFR 2.390 of the NRC=s ARules of Practice,@ a copy of this letter will be made available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of NRC's document system (ADAMS).
