Duke Letter From Dave Baxter to NRC Document Control Desk, "Oconee External Flood Interim Actions" dated January 15, 2010 On August 15, 2008, the NRC issued a request for information (Reference 1) pursuant to Title 10 of the Code of Federal Regulations (10 CFR) Part 50, Section 50.54(f) regarding the protection against external flooding at Oconee including a postulated failure of the Jocassee Dam.
Duke Energy Carolinas, LLC (Duke Energy) provided a response to Reference 1 in a letter dated January 15, 2010, (Reference 2). Attachment 2 of Reference 2 provided a list of commitments to enhance prevention/detection activities and mitigation strategies. During implementation of the commitments, Duke Energy found that one of the commitments; "Provide additional forebay and tailrace level alarms for Jocassee (critical levels and/or rate-of-change) for timely detection of degrading conditions," needs to be revised.
There are three alarms associated with forebay and tailrace levels that provide detection of a developing dam failure: 1) a forebay level rate-of-change alarm to indicate a rapid drop in the forebay level, 2) a tailrace level rate-of-change alarm to indicate a rapid rise in the tailrace level, and 3) a tailrace critical high level alarm to indicate the tailrace level is higher than maximum levels associated with normal station generation.

U.S. Nuclear Regulatory Commission May 27, 2010 Page 2 During implementation of the commitments, Duke Energy verified the forebay level rate-of-change alarm was already in place and operational. The tailrace level rate-of-change alarm and tailrace critical high level alarm were added and are now operational.
With this letter, Duke Energy revises the above commitment as follows: "Ensure forebay and tailrace level alarms are provided for Jocassee to support timely detection of a developing dam failure (Implementation Date; May, 2010)."
Duke Energy currently meets the revised commitment.
Since this letter contains security sensitive information, Duke hereby requests the NRC withhold the letter from public disclosure pursuant to 10 CFR 2.390 (d)(1), "Public inspections, exemptions, requests for withholding."
