I am responding to your April 28, 2010, email to Don Jackson of our staff regarding an event involving electrical arcing at Millstone Unit 2, prompting a reactor shutdown in October 2009.
Since that time, I understand that Don Jackson spoke with you directly and personally clarified the events and observations that occurred during this evolution. A subsequent clarification was also made by the NRC to the New London Day newspaper, which published a clarified article shortly thereafter.
As noted in NRC Inspection Report 50-336/2009005 (ML100341288), during the event in October, there were elevated temperatures. as well as observed arcing on a manual electrical disconnect. which licensee electricians identified during the work evolution and reported to the control room. Operators conducted a controlled shutdown of the facility following receipt of these reports.
Based on our independent inspection of this event, there is no indication that any of the information provided to the NRC by Dominion, the licensee for Millstone Unit 2, was in error.
