TVA letter to the NRC dated January 11, 2010, "Watts Bar Nuclear Plant (WBN) - Unit 2 - Final Safety Analysis Report Amendment 97" This letter transmits WBN Unit 2 FSAR Amendment 98 (A98), which reflects changes made since the issuance of Amendment 97 (A97) on January 11, 2010 (Reference). This Unit 2 amendment incorporates the most recent probable maximum flood evaluation data into Section 2.4, "Hydrologic Engineering," and changes resulting from TVA's re-review of each section of the referenced FSAR amendment (A97). The purpose of this re-review was to identify changes previously incorporated by earlier FSAR amendments that were not properly annotated with revision bars and to identify other editorial, administrative, and typographical errors that may not have been corrected. Additionally, new substantive changes were identified in other FSAR sections as a result of the re-review, as well as changes resulting from design activities. contains a "Summary Listing" of FSAR sections and corresponding Unit 2 change package numbers associated with the A98 FSAR changes. Enclosure 2 contains a background summary of WBN Unit 2 FSAR development process and provides a description of the FSAR re-review effort. The editorial and administrative changes that were identified during the re-review were not annotated with revision bars, but a detailed list of these changes will be made available for NRC use.

Additionally, future amendments are anticipated due to the potential for FSAR changes resulting from resolution of outstanding Requests for Information from NRC. Further, as modifications in the plant are completed and inspected to determine as-constructed Acs3 Printed on recycled paper

U.S. Nuclear Regulatory Commission Page 2 May 7, 2010 configurations, affected calculations and analysis can be finalized which may result in changes to the FSAR. For example, FSAR tables that currently contain Unit 1 data (e.g.,

data comprised of stresses at pipe break locations, etc.,) can then be updated to reflect actual Unit 2 data once the analysis can be completed based on the actual as-built configuration.

It is important to note that wind speed data contained in Section 2.3, "Meteorology," has been revised in this amendment to reinstate the original data in tables provided in Amendment 91. This data was found to be corrupted due to the FSAR A92 Framemaker conversion activity. An additional revision to Section 2.3 is also expected to address NRC's request for information. A revision to Section 2.3 will be submitted to NRC by May 28, 2010.

FSAR A98 is contained on the enclosed Optical Storage Media (OSM #1) (Attachment 1).

The FSAR contains security-related information identified by the designation "Security-Related Information - Withhold Under 10 CFR 2.390." TVA hereby requests this information be withheld from public disclosure in accordance with the provisions of 10 CFR 2.390. A redacted version of the FSAR is contained on OSM #2 (Attachment 2), which is suitable for public disclosure. Enclosure 3 contains a listing of the FSAR pages that have been redacted. Enclosure 4 contains the new commitment contained in this letter. Enclosure 5 lists the files and file sizes on the security-related OSM (OSM #1), and Enclosure 6 lists the files and file sizes on the publicly available OSM (OSM #2).

Background

Upon TVA's decision to complete WBN Unit 2, initial discussions between WVA and the NRC Staff concerning development of the FSAR resulted in an agreement that WBN Amendment 91 (A91) would be the baseline for Unit 2. FSAR A91 was originally placed on both Unit 1 and Unit 2 dockets on October 24, 1995, which was the last time that the WBN FSAR was placed upon both dockets prior to Unit 1 being licensed. As a result of the above discussions, A91 was subsequently resubmitted on July 2, 2008. The resubmitted A91 was created by scanning a historical copy and then Optical Character Recognizing (to enable search capability) the scanned document for submittal to NRC. In preparation for future amendments, TVA contracted the conversion of the historical copy of A91 to Adobe Software "Framemaker," which is the latest industry tool used for FSAR maintenance and submittal. It was not known until after a number of amendments were submitted that a number of electronic-type problems were created during this conversion effort.

FSAR A92 submitted on December 18, 2008, incorporated a number of changes involving required common systems having been completed for Unit 1 operation. WVA's Redline letter dated February 8, 2008, identified the significant FSAR changes to common systems that had been incorporated into the Unit 1 Updated FSAR that were used in the development of A92.

Subsequent amendments included FSAR A93 (submitted April 30, 2009), A94 (August 27, 2009),

A95 (November 24, 2009), A96 (December 14, 2009), and A97 (January 11, 2010) resulted from TVA's FSAR confirmation effort which focused on addressing specific FSAR sections based upon the system design completion schedules.

Description of Re-Review A number of NRC identified questions/requests were identified to TVA concerning the Unit 2 FSAR amendments submitted to date, some of which were editorial/administrative in nature.

Based upon this feedback, TVA determined that a re-review of the FSAR sections was warranted.

The initial phase of the re-review was to perform a "page turn" focused on finding formatting, typographical, editorial, and administrative-type errors. The second phase of the re-review was initiated to ensure that revision bars existed where needed and were consistent with amendment number indicated at the top of each page. The third phase provided an independent review to ensure that the FSAR change packages received from TVA's engineering staff were incorporated accurately. contains the substantive changes identified during this re-review effort. The remaining administrative/typographical identified items were captured in a common database. A detailed list of these will be made available for NRC use.
