RE: NRC Issue Lou:
We should wait untill Mark comes back to the office. As I noted, the Region II management has a concern about inspection man-hours overrun above the 350 man-hours stated in IP 50001. They try to keep the man-hours as low as possible. SIT has no man-hours restriction, but IP 50001 does have. Besides, the inspection schedule I provided previously was to base on the licensee schedule and I knew it was not very accurate because you already told me the schedule was not accurate.

FW: NRC Issue Mark; See issue identified below. I plan to discuss the restoration schedule and its uncertainty with Rich on Monday.
Also, we will discuss the manning of site visits for restoration activities. The first site visit should be for tendon detensioning which is expected to start during the first week in February. I have notified both Bob Carrion and Anthony Masters they will be supporting this activity under the SGR project inspection, with Rich being the lead. I plan to travel to Crystal River and be on site Wednesday morning.

NRC Issue I just had a conversation with NRC Senior Resident inspector Tom Morrissey in which he expressed significant frustration over the schedules that are being provided to Inspector Rich Chou, Region II. Rich is the lead for the SGR Project which will include the Containment restoration. The SIT will not evaluate the restoration, their charter is to the evaluate the root cause and corrective actions.,

The frustration stems from Rich's need to schedule site visits to observe certain aspects of the restoration. He is being provided schedules that show completion in late March, while Tom can look in Progress Reporter and see scheduled activities that extend into June for the restoration. I need help in resolving this situation.
