Perform Review As I recall Marks question dealt with Tendons and unacceptable surveillance tests. It seems that what you found is FSAR information on the containment Tec. Spec. inspections we discussed today. Let me know if you can find tendon info in the FSAR section.

=SAR Section 5.2

Lou, I reviewed the FSAR (Revision 28) Section 5.2 as discussed this afternoon that resulted from a question from Mark Franke.

The only reference I can find that may be what he was referring to is Section 5.2.5.2.1.1.h.5:

5. The surveillance was performed 1, 3, and 5 years after the initial containment structural integrity test and is performed every 5 years thereafter. A report of each inspection will be recorded and significant deterioration or abnormal behavior reported to the Commission.

If this is the same section he was referring to, I guess the question now is if the part after the and regarding reporting deterioration and abnormal behavior can be done in the surveillance report that is periodically submitted to the NRC or should be reported as the condition is found on a more responsive timeframe. Also, I suppose the question could still be what is defined as "significant deterioration" or "abnormal behavior". If the procedures and codes allow and accommodate for expanding the inspection sample due to unacceptable stresses, then that may not be defined as significant or abnormal.
