FYI: Question re-Statement in CR3 Talking Points on Concrete issue A question was asked by John Monninger regarding a statement contained in talking points issued previously by Progress Energy regarding the CR3 concrete crack:
"In the course of creating the opening, we discovered a gap in the concrete near the outer wall of the structure. Based on experiences at other facilities we expected that creating the opening could reveal issues such as this, and we anticipated this in our comprehensive outage plan" This morning I talked with Jon Franke, Site VP, and he confirmed that the statement was not intended to convey that CR3 had any idea that significant cracking in the containment might be found when they created the opening for the OTSG replacement. They had looked at OpE and were aware of some voids found by other licensees (e.g. Turkey Point) during such activities and they h'ad done some work to be prepared if they found similar conditions. Mr. Franke indicated that he understood how the wording used in the statement could raise questions.
