3. Commission Policy Statement on Engineering Expertise on Shift, 50 FR 43621, published 10/28/85 Dea r Sir or Madam:

In Reference 1, Southern California Edison (SCE) committed that Shift Technical Advisors (STAs) at San Onofre Nuclear Generating Station (SONGS) would hold a valid , plant specific Senior Reactor Operator (SRO) license prior to performing STA duties.

As discussed during a teleconference with Nuclear Regulatory Commission (NRC)

Region IV staff on December 15, 2009 , SCE is chang ing this commitment. SCE now commits that all STAs at SONGS Units 2 and 3 will hold a plant specific SRO license or SRO certification prior to performing STA duties. The SRO Certification training program is already established at SONGS and provides training similar to the SRO License tra ining program to establ ish baseline plant operations knowledge and capabilities. The SRO Certification training program does not requ ire exams monitored by the NRC or require the same number of Extra Person On Shift (EPOS) hours. This level of training and certification for STAs is consistent with the Commission Policy Statement (Reference 3).

Nuclear Regulatory Commission April 26, 2010 In Reference 2, SCE committed that STAs at SONGS will have a Bachelor of Science degree in engineering, engineering technology, a physical science, or a Professional Engineer's License no later than July 1, 2010.

As discussed during a teleconference with NRC Region IV staff on March 23, 2010 ,

SCE is changing this commitment. SCE now commits that all STAs at SONGS Units 2 and 3 will have a Bachelor's degree in engineering, a Professional Engineer's license, a Bachelor's degree in engineering technology (including coursework in the physical, mathematical, or engineering sciences), or a Bachelor's degree in a physical science (including coursework in the physical, mathematical, or engineering sciences). The change to require a Bachelor's degree is consistent with the Commission Policy Statement (Reference 3) and will not restrict the requirement to a Bachelor of Science degree.

As described in Reference 2, the use of bachelor's degree equivalency criteria will not be used unless specifically approved by the NRC on a case-by-case basis. The commitment date of July 1, 2010 for SCE to complete implementation of the degree requirements remains unchanged.

SCE has evaluated these commitment changes and has determined that they are consistent with its internal commitment management procedure.
