Acceptance Review Results: Dresden and Quad Cities TSTF-425 Mr. Schrage, By letters dated February 16, 2010, Exelon Generation Company, LLC (the licensee) submitted separate license amendment requests (LARs) for Dresden Nuclear Power Plant, Units 2 and 3, and Quad Cities Nuclear Power Station, Unit Nos.1 and 2 (ADAMS Accession Nos.

ML100480330 and ML100480339, respectively). The LARs propose to modify the Dresden and Quad Cities Technical Specifications (TS) using a risk-informed approach by relocating specific surveillance frequencies to a licensee-controlled program with the implementation of Nuclear Energy Institute 04-10, in accordance with TS Task Force (TSTF) change traveler TSTF-425, Revision 3, with certain deviations/variations. The purpose of this message is to provide the results of the Nuclear Regulatory Commission (NRC) staff's acceptance review of these LARs.

The acceptance review was performed to determine if there is sufficient technical information in scope and depth to allow the NRC staff to complete its detailed technical review. The acceptance review was also intended to identify whether the applications have any readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing basis of the plant.

Consistent with Section 50.90 of Title 10 of the Code of Federal Regulations (10 CFR), an amendment to the license must fully describe the changes requested and follow, as far as applicable, the form prescribed for original applications. Section 50.34 of 10 CFR addresses the content of technical information required. This section stipulates that the submittal address the design and operating characteristics, unusual or novel design features, and principal safety considerations.

The NRC staff has reviewed your applications and has concluded that they do provide technical information in sufficient detail to enable the NRC staff to proceed with its detailed technical review and make an independent assessment regarding the acceptability of the proposed amendments in terms of regulatory requirements and the protection of public health and safety and the environment. If additional information is needed for the NRC staff to complete its technical review, you will be advised by separate correspondence.

In accordance with our process as described in LIC-109, "ACCEPTANCE REVIEW PROCEDURES," I am placing a copy of this email in ADAMS as a publicly-available, official agency record.

Sincerely, Christopher Gratton Senior Project Manager Division of Operating Reactor Licensing Office of Nuclear Reactor Regulation
