ST. LUCIE PLANT UNITS 1 AND 2 - CLOSEOUT OF BULLETIN 2007-01 "SECURITY OFFICER ATTENTIVENESS" (TAC NOS. MD7645 AND MD7646)
Dear Mr. Nazar:
On December 12, 2007, the U.S. Nuclear Regulatory Commission (NRC) issued Bulletin (BL) 2007-01, "Security Officer Attentiveness" (Agencywide Documents Access and Management System (ADAMS) Accession No. ML073400150).
By letter dated February 11, 2008 (ML080450322), Florida Power and Light Company (the licensee) responded to BL 2007-01 for St. Lucie Plant (St. Lucie) Units 1 and 2. The NRC staff reviewed the licensee's response and requested additional information (RAI) by letter dated July 1, 2008 (ML081780102). The licensee's response to the RAI dated August 15, 2008 (ML082320057), included detailed descriptions of the administrative and managerial controls to deter and address inattentiveness and complicity among licensee security personnel at St. Lucie. Portions of the licensee's response contain sensitive and security-related information in accordance with Title 10 of Code of Federal Regulations Part 2, Section 2.390. Therefore, the licensee's submittals dated February 11 and August 15, 2008, are not publicly available.
The NRC staff has reviewed the submitted information and has concluded that the licensee's responses to BL 2007-01 and the subsequent RAI are adequate for St. Lucie. The bases for the NRC's conclusion have been documented in a memorandum, "Security Bulletin 2007-01, Security Officer Attentiveness: Summary Report" (ML093440311). Based on the NRC staff's review of the licensee's responses to the BL 2007-01 for St. Lucie, no further action is required and BL 2007-01 will be closed.
