Dear Nunzio:
The recent fine levied by the NRC on Con Edison with regard to the two inoperable valves in the Indian Point 2 plant's containment spray system raises serious questions in regard to the NRC's plant inspection requirements and procedures.
Specifically., how could such a problem go undetected for such an extended period of time involving an essential safety system?
Is the frequency and sophistication of the NRC procedures for inspecting adequate enough to reveal important safety problems in a timely manner?
Could the NRC have been expected to discover the valve problem had Con Edison not reported it?
Do the NRC's penalties on this self reported safety problem not deter full self policing on :the part of the plant operators?
Under current procedures, could not similar valve failures and problems go undetected at other facilities?
The public believes that government inspectors are on the job on a full time basis and follow procedures which preclude serious malfunctions from going undetected. It would appear that this is not the case nor will I assume it is at Indian Point, Nine Mile 1, Fitzpatrick or any other facilities.
I would request an explanation of these questions by the NRC and look forward to your response.
